Administration Building
The Committee Meeting for the Economic, Tourism & Resource Committee met on Tuesday,
December 15, 2015 at 9:30 a.m. in the Administration Building, Room 266 in Lancaster, WI pursuant to
the last meeting of August 11, 2015.
Committee Members present: John Beinborn, Robert Scallon, and Daniel Timmerman. Robert Keeney,
County Board Chair was also present; Carol Beals had asked to be excused.
Linda K. Gebhard, County Clerk verified that the meeting had been published in compliance with the
open meeting rules, posted in the Administrative Building, Courthouse, and on the County’s website.
Agenda: Motion made by Dan Timmerman, seconded by Robert Scallon to approve the agenda as
posted. Motion carried.
Minutes: Motion made by Dan Timmerman, seconded by Robert Scallon, to approve the minutes of the
meeting held on August 11, 2015 as printed. Motion carried.
Revolving Loan Applications: Ron Brisbois Economic Develop Director presented the applications as
follows:
ResiCAD LLC—Loan will be a working capital loan used for a Residential Consulting and Design
business in Fennimore, WI. This is an existing company currently employing 2; they do design services
for retail dealers. The loan is for $30,000.00, rate 2.5% for a term of three years. Collateral will be
personal guarantee for owner and spouse. Three jobs will be created for a total of 5 employees.
A motion was made by Dan Timmerman, seconded by Robert Scallon to send the ResiCAD LLC Revolving
Loan application to the full county board recommending passage of this loan. Motion carried.
Intent Chiropractic—Loan will be used to establish a new chiropractic business locating in
Fennimore, WI. Aside from traditional chiropractic care; the business will specialize in services for
expecting mothers. Loan is for $20,000.00, rate 2.5% for a term of ten years. Loan will be used to
acquire equipment; collateral will be a lien on the equipment. Two jobs will be created.
A motion was made by John Beinborn, seconded by Dan Timmerman to send the Intent Chiropractic
Revolving Loan application to the full county board recommending passage of this loan. Motion carried.
Old and New Business: Committee asked Ron Brisbois the status of a couple agriculture loans that had
been previously approved. Two of the loans were doing fine, one is in default. The loan was for
$25,000.00 from the county. Ron will be working with the Corporation Counsel on the plan of action
that will have to be set in place.
Adjournment: A motion was made by Dan Timmerman, seconded by Robert Scallon to adjourn the
meeting pursuant to the call of the chair for the next meeting. Motion carried.
