EMPLOYEE RELATIONS COMMITTEE MINUTES
June 4, 2009
The Employee Relations Committee of the Grant County Board of Supervisors met in
the Grant County Administration Building, Room 266, Lancaster, WI, on Thursday,
June 4, 2009 at 10:00 a.m.
The meeting was called to order by Chair, Maynard Behncke. Larry Wolf, seconded
by John Patcle, moved that the meeting was in compliance with the open meeting law.
Motion carried unanimously.
The roll was called and a quorum was present. The following committee members
were present: Maynard Behncke, Robert Keeney, Larry Wolf and Lester Jantzen.
Tony Runde asked to be excused. Also in attendance were County Board Chair John
Patcle and Personnel Director Joyce Roling.
Robert Keeney, seconded by Lester Jantzen , moved to approve the agenda. Motion
carried unanimously.
Robert Keeney, seconded by John Patcle, moved to approve the May 7, 2009 minutes.
Motion carried unanimously.
Directors Report
Seminar Policy: Joyce distributed an updated draft of the seminar policy. This policy is
less restrictive and will allow the department heads to give approval, but they must
report to their committees the training costs. Larry Wolf, seconded by Lester Jantzen,
moved to approve the amended draft policy with changes and recommend approval at
county board. Motion carried unanimously.
Reclassification Requests: The County received two reclassification requests. One is
from the County Treasurer for the Deputy Treasurer position and one from the Register
of Deeds for the Deputy Register of Deeds position. These will be taken to the home
committee for a recommendation. If approved, the Employee Relations committee will
act on these in September.
The committee discussed the potential of furloughs, reduced hours of work, or other
options if the county had to reduce expenses due to budgetary constraints. Joyce
indicated that there are a lot of options and that she will work closely with Nancy Scott
and John Patcle to monitor the situation. If action has to be taken, she will contact the
unions appropriately.
The committee discussed department head reports for county board. John Patcle will
schedule department heads to come to future board meetings to do a 10 minute
presentation about their departments. This is valued by the county board members as
it explains what each department does.

Staffing Update
Joyce Roling discussed the staffing report for this past month. Total Grant County
Employees are as follows:
Full time Benefit 282
Regular Part time Benefit 114
Part time 22
Limited term and seasonal 172
TOTAL 590
Closed Session
Maynard Behncke, seconded by John Patcle, moved that the committee go into
closed session per state statute 19.85 (1) (c) regarding compensation and personnel
matters. Motion carried unanimously.
Robert Keeney, seconded by John Patcle, moved to come out of closed session.
Motion carried unanimously.
Adjournment
Lester Jantzen, seconded by Robert Keeney, moved to adjourn to July 2, 2009 at
10:00 a.m. Motion carried unanimously.
