OCTOBER 5, 2010
The Park Committee of the Grant County Supervisors met on October 5, 2010, 5:00 p.m. in room 201 on
second floor of the Administration Building, Lancaster, WI pursuant to the adjournment of the July 20,
2010 meeting.
Ivan Farness, Chair called the meeting to order, Don Splinter, seconded by Vern Lewison, made a motion
that the meeting was in compliance with open meeting law. Motion carried.
Members present: Ivan Farness, Donald Splinter, Grant Loy, Robert Scallon, Vern Lewison. Also present
was John Patcle, County Board Chair, Larry Austin, Engineer, Steve Wetter, Boscobel Mayor, Bill Biefer,
citizen member, Randy Hamann, River Access Employee.
Vern Lewison, seconded by Donald Splinter, made a motion to approve the agenda. Motion carried
Robert Scallon, seconded by Vern Lewison, made a motion to approve the minutes of July 20, 2010.
Motion carried.
Larry Austin, Engineer, gave an update on the Wyalusing Boat Landing project. Because of the high
water, the docks had to be moved in; no other damage was noticed at this time. Signs are all made
ready to place at the landing, terms of payment and who is selling the permits is yet to be determined.
The County Clerk’s office will be one site to sell. Other business around that area has been contacted to
take on the selling also. Wolf’s Grantland Graphics will be printing the tags; color has yet to be
determined. The color needs to be different from the Crawford County tags; they have not chosen a
color. The cost will be $5.00 per daily tag, $20.00 per annual pass, and if a fine is given for using the
landing and parking there without a pass, the fee will be $30.00 but they will be given an annual pass
upon payment.
Signs still will have to be made for the business that will sell the permits. Once the permits are printed
and distributed the distributers could begin selling the tags for the 2011 season.
A Management plan will be handed out so everyone knows what responsibility they have. The Highway
Department may be contacted to help take the docks out at the end of the season with the help of the
River Access Employees. Cassville has stated that once the water level rises to 16 feet the docks should
be taken out and secured. At the 12 foot level the water will be just about on the black top at the
Wyalusing Boat Landing.
Larry Austin informed the committee that the contractor, Rule Construction, has indicated that wheels
could be put on the docks to help move them, but in a river setting, too much debris may get attached
to the wheels and cause more issues than good. The cost of the wheels could be $1000.00per dock,
($250.00 per wheel) and there are four docks. Rule Construction has been asked to come back and help
get a plan that can be used to remove the docks in the end of the season. The committee gave Larry
Austin and Randy Hamann full responsibility to take care of any issues that come with this project and
just report back to the committee on the issues.
Boscobel Boat Landing: Steve Wetter, City of Boscobel Mayor was present to give the committee an
update on the Boscobel Boat Landing. Because of the strong current at the boat landing entrance; it is
becoming very dangerous to land canoes. The city would like to work with the committee to involve
DNR and the Lower Riverway Board to help make the necessary changes to make this landing better and
safer. Steve thinks there is some revenue that can be generated; either for the County or City, if this
landing could be improved. Steve would like to have the committees blessing to pursue this with the
DNR and Riverway Board. He would be glad to work with them and he would report back to the
committee. He said the UW Platteville is also interested in taking on this project for the Engineering
Students for a 2 year project. The City of Boscobel would like to see a camping area made available at
this landing and a sanding beach area for the landing of the canoes, but no docks. More parking would
be very helpful also.
Budget 2011: Don Splinter, seconded by Vern Lewison, made a motion to recommend that the River
Access Budget for 2011 be sent to the full county board for their approval. Motion carried.
River Access Truck: It was decided by the committee to let Todd Johnson, the new Community Resource
Development Agent for Grant County, look into what grant money through Local Government Rural
Development, may be available to help in the purchase of a new truck for River Access. Todd is to
report back to John Patcle with his findings.
Adjournment: Robert Scallon, seconded by Donald Splinter, made a motion to adjourn the meeting to
call of the chair. Motion carried.
