HomeMy WebLinkAboutPark July 17, 20121 PARK COMMITTEE MINUTES July 17, 2012 The Park Committee of the Grant County Supervisors met on July 17, 2012 at 5:00 p.m. in Room 266 on second floor of the Administration Building, Lancaster, WI, pursuant to the last meeting of June 13, 2012. Robert Scallon, Vice Chair called the meeting to order, Ivan Farness, Chair was excused for health reasons. Verification was made by the County Clerk, Linda K. Gebhard that the meeting was in compliance with the open meeting law, published in the Herald Independent, posted in two places and on the county website. Members present: Robert Scallon, Donald Splinter, Roger Guthrie, Dale Hood. Also present were Larry Wolf, County Board Chair, Randy Hamann, River Access Employee and Todd Johnson, Extension Comm. Resource Agent. Agenda: Don Splinter, seconded by Dale Hood, made a motion to approve the agenda. Motion carried. Minutes: Roger Guthrie, seconded by Don Splinter, made a motion to approve the minutes of June 13, 2012. Motion carried. Capping Well Boscobel Recreation Area: The application was approved by Land & Water Conservation for cost sharing to help River Access cap the well at the Boscobel Recreation Area boat landing. The forms will be submitted to the plumber who will be doing the work to complete the paper work. This will be submitted to Land Conservation to complete this process. The estimated cost will be $625.00, River Access share of the cost will be $312.50. The Boscobel Boat Landing well will be permanently shut down. Staging Area Wyalusing Boat Landing: Larry Austin was not present to comment on this issue, the Grant County Highway Department will help to complete the staging area but the high water has caused some delays. There was gravel left at the site to help with the blacktopping. Rule Company will be supplying the replacement parts to the dock but have not sent them at this time. No swimming signs have been placed at this boat landing, not sure if they will help with the problem of people swimming off the dock. DNR Grant Money: Todd Johnson, Extension Office was directed to notify DNR that Grant County would not be asking for any extension on the grant money, total amount $6,436.00 (County share of $3,218.00) for repairs on the O’Leary Boat Landing. There are no repairs needed at this time; the grant dates will be expiring soon. Roger Guthrie, seconded by Dale Hood made this motion to give Todd Johnson the authority to notify DNR that the grant money will not be used for repairs. Motion carried. Safety Cable: Roger Guthrie, seconded by Dale Hood, made a motion to have the River Access employees make the decision as to what the best method would be to install a safety cable to the dock at O’Leary Boat landing so the dock will be better secured in case of high water. Motion carried. Mower for River Access: The lawn mower was been causing some issues for River Access, Liberty Ag and Lawn did some work on the ignition module and coils on the mower and now it seems to be working better. There was some question as to what determines the need to look into purchasing another mower. County Clerk will try to find some information on lawn mowers for the Parks Committee. Randy 2 Hamann will contact Robert Mertz who was the previous Park Department Employee for more information on this issue. Update on Boat Landing Tour: Don Barratt, the Invasive Species Representative will travel along with the Randy and Richard to install the Invasive Species signs where needed in Grant County. Grant County had contacted Don that 9 signs would be needed for Grant County. This will complete a request made by Southwest Badger Resource Conservation & Development and DNR through Grant money available to install as many of these signs as possible throughout Grant County. Grant County’s part of the agreement is the time that is taken by the River Access employees to install the signs. This will be reported to DNR for the in kind match. Allan Orr may have to be contacted to try and clean off the weeds and mud that has been left on the parking lot at the Wyalusing boat landing with a skid steer before black topping can be completed by the County Highway Department. Boscobel Boat Landing still has parking needs. Committee discussed possible grant money that may be available for projects like this. Todd Johnson was directed to look into this with DNR. The committee also would like to consult the Grant County Highway Commissioner and John Knautz to get more information on the right of way stipulations on a highway. Water is very low in the Wisconsin River at this time, which is causing a sand build up at the entrance of the boat landing. Todd Johnson stated that before DNR would get involved with any dredging, they would need a history of the boat landing starting from it beginning. They would need to look at the engineering of this boat landing as to why it was laid out as it is. All other boat landings were fine with no problems to report or discuss. River Access Truck: The County Clerk posted the availability of the truck within the County on June 29, 2012 and July 12, 2012. There were a couple of interested employees that showed interest. They will be working with Jean Morgan at the Highway Department as to possible bids. If there are no employees interested; the truck will go to auction. The Highway will handle this process for the River Access. Adjournment: Don Splinter, seconded by Dale Hood, made a motion to adjourn the meeting to the call of the chair. Motion carried.
