June 13, 2012
The Park Committee of the Grant County Supervisors met on June 13, 2012 at 8:13 a.m. starting in Room
266 on second floor of the Administration Building, Lancaster, WI, before committee loaded on the bus
to continue on the Boat Landing Tour for Grant County. The previous meeting held for the Parks
Committee was on May 15, 2012.
Robert Scallon called the meeting to order, Ivan Farness was going to be late, verification was made by
the County Clerk, Linda K. Gebhard that the meeting was in compliance with the open meeting law,
published in the Herald Independent, posted in two places and on the county website.
Members present: Robert Scallon, Donald Splinter, Ivan Farness, Bill Biefer, Larry Wolf, Dale Hood, and
Randy Hamann and Richard Wilkinson were also present.
Agenda: Don Splinter, seconded by Dale Hood, made a motion to approve the agenda. Motion carried.
Minutes: Dale Hood, seconded by Don Splinter, made a motion to approve the minutes of May 15,
2012. Motion carried.
Capping well in Boscobel Recreation Area: (The Parks Committee will be applying for a grant with Land
Conservation to help River Access with the cost of capping the well at the Boscobel Recreation Area.)
A quote was received by Al Oman’s Plumbing for $625.00 to cap the well at the Boscobel Von Haden
Boat Landing. Don Splinter, seconded by Dale Hood, made a motion to have the County Clerk, Linda
Gebhard send the information on to the Land Conservation Department to go forward in the application
for grant money to help in this process. Motion carried.
Before the committee continued on their tour for the Boat Landings, Don Barrette, Southwest Badger
Resource Conservation and Development, spoke with the committee regarding signs that the DNR
would like to post at all the Boat Landings on Aquatic Invasive Species. Mr. Barrette is the Coordinator
working through a grant with DNR to inform the public on the harm that aquatic invasive species are
causing in this area. This has not been a big problem in the past for Southwest Wisconsin, but if this
information is not shared with the boaters who use our waterways, DNR can see this problem becoming
an issue.
With the help of the River Access employees, Randy Hamann and Richard Wilkinson, Southwest Badger
Resource Conservation and Development and DNR have joined forces to post as many of these
informational signs as possible at each boat landing. These bigger and more readable signs will replace
the smaller signs relating to Invasive Species that already exist at the boat landing. There is no cost to
the County; match will be in kind. The time our employees spend in helping install these signs will be
reported to DNR for an in kind match and DNR would like to have the old signs sent back to them. On
the tour today, the committee will compile a list of how many signs they feel are needed at each boat
landing in Grant County. This information will be reported back to Don Barrette to order the signs.
These signs are made of a heavier metal and supplied totally by DNR.
Updates on County Boat Landings: At the next Parks Committee meeting; the committee will be
discussing the following topics per each boat landing.
1. O’Leary – Discussion regarding the DNR Grant relating to this boat landing for maintenance
need discussed River Access employees securing dock with a safety cable and discussed
need for installing Aquatic Invasive Species signs at the boat landing.
2. Banfield -- Discussed need for installing Aquatic Invasive Species signs at the boat landing.
3. Potosi – Discussion about putting in a sign about new bird observation deck. Discussion
about nylon mesh over grass. Bill Biefer will speak with Village Potosi President Frank
Fiorenza in regard to this issue.
4. McCartney – Discussion about light pole and possible removal.
5. Glen Haven – Discussion about seal coating. Look into Grant funding through Wisconsin
DNR. Larry Wolf will talk with the Grant County Highway Dept regarding the seal coating.
6. Wyalusing – Discussion about moving payment box, status of blacktop possibly finding grant
money to help pay for blacktopping and striping. Discussion about weeds growing out of
pavement. Larry Wolf will talk with the Grant County Highway Dept regarding the seal
coating and removal of seal coating materials.
7. Bridgeport -- Discussed need for installing Aquatic Invasive Species signs at the boat landing.
8. Millville – Positive comments about the new signs.
9. Woodman -- Discussed need for installing Aquatic Invasive Species signs at the boat landing.
10. Blue River – Positive comments about entry sign and discussed need for installing Aquatic
Invasive Species signs at the boat landing.
11. Boscobel – Discussion about providing additional parking.
Adjournment: Committee arrived back in Lancaster at 3:22 p.m. Dale Hood made a motion to adjourn
the meeting, seconded by Don Splinter. Motion carried. Next meeting will be pursuant to the call of the
chair.
