PARK COMMITTEE MINUTES
February 19, 2013
The Park Committee of the Grant County Supervisors met on February 19, 2013 at 12:30 p.m. in Room
266 on second floor of the Administration Building, Lancaster, WI, pursuant to the last meeting of
September 18, 2012.
Robert Scallon, Vice Chair called the meeting to order.
Verification was made by the County Clerk, Linda K. Gebhard that the meeting was in compliance with
the open meeting law, published in the Herald Independent, posted in two places and on the county
website.
Members present: Robert Scallon, Donald Splinter, Dale Hood, Gary Ranum and Roger Guthrie. Also
present were Larry Wolf, County Board Chair, Randy Hamann and Richard Wilkinson, River Access
Employee, Bill Biefer, and Todd Johnson, Extension Comm. Resource Agent.
Election of Officiers: Larry Wolf opened the nominations for the Chair position on the Parks Committee.
Don Splinter nominated Robert Scallon, seconded by Gary Ranum. Roger Guthrie made a motion to
accept the nomination and cast a unanimous ballot. Motion carried. Robert Scallon will be the Chair for
the Parks Committee.
Robert Scallon opened the nominations for the Vice Chair position. Roger Guthrie made a motion to
nominate Don Splinter, seconded by Gary Ranum to close nominations. Motion carried. Don Splinter
will be the Vice Chair for the Parks Committee.
Robert Scallon opened the nominations for the Secretary position. Robert Scallon made a motion to
nominate Gary Ranum, Roger Guthrie made a motion to close nominations and cast a unanimous ballot.
Motion carried, Gary Ranum will fill the Secretary position.
Agenda: Don Splinter, seconded by Roger Guthrie, made a motion to approve the agenda. Motion
carried.
Minutes: Roger Guthrie, seconded by Dale Hood, made a motion to approve the minutes of September
18, 2012. Motion carried.
Dumpster at O’Leary Boat Landing: Roger Guthrie, seconded by Dale Hood, made a motion to pay for
half of the bill from Faherty Incorporated for 2012 that the County is responsible for in the amount of
$340.50. Upon payment to the Town of Jamestown for this amount, the County Clerk will send a letter
informing the Town of Jamestown Chairman that the County will not enter into an agreement for the
2013 season to pay half of the cost for a dumpster for O’Leary Boat Landing. The County will only be
responsible to dispose of the garbage left in the garbage cans place at the boat landing by the County.
Motion carried.
Removal of Buoy at O’Leary Boat Landing: Don Splinter, seconded by Dale Hood made a motion to
continue to have Tanner Jansen remove and replace the Buoys at the O’Leary Lake Boat Ramp Area on
the Mississippi River for a cost of $100.00. Motion carried.
Overview of Launch Permits for the 2013 Boating Season: Linda Gebhard, Count Clerk gave the
committee an update on the launch fees for the season of 2012. The total money collected for the

passes was $1,421.00. The Bagley Motel will not be selling the permits in 2013. Some of the vendors
stated that the only permits they would sell are the Annual Permits for $20.00; they would rather not
sell the daily passes. The committee agreed that would work better for the 2013 Season. The vendors
will only sell the $20.00 Annual Permits; the Dailey Permits will only be available for sale at the boat
landings in the metal boxes. The committee has decided to extend the sale of the permits to include
O’Leary Boat Landing and Glen Haven Boat Landing along with the Wyalusing Boat Landing. Don
Splinter will contact businesses in the O’Leary Boat Landing area for possible places to sell the permits.
Roger Guthrie will check in the Glen Haven area for places to sell the permits. Linda Gebhard, Clerk
informed the committee that Chad Breuer has taken a job at Wyalusing Park and Stonefield as a Park
Security Officer and has stated he will sell the permits for the County.
The committee discussed giving the vendors a percentage of the sales for their time. Dale Hood,
seconded by Gary Ranum made a motion to reimburse the vendors 10% of the total cost of the Annual
Permit, amount being $2.00 for each permit sold. Motion carried.
Boat Launch permit policy and Regulations: Linda Gebhard, County Clerk submitted to the committee
an agreement that will be given to the vendor so they know what their responsibility is in selling the
permits for the County.
Policy and Procedure for selling Boat Launch Permits for Grant County:
1. Each Seasonal Launch Permit costs $20.00 each.
2. Each Permit will have a Series Number printed on the bottom of the permit.
3. The County will furnish the Vendor with a notebook. When selling a permit, in the notebook;
please list the Series Number of the permit along with the persons name, address, telephone
number and driver’s license number. (This serves as a log in case Law Enforcement would need
to contact a person who has purchased a permit.)
4. The Vendor will receive ______% for each permit they sell.
5. At the end of the boating season; the Vendor is asked to send a check payable to the Grant
County Clerk’s Office, Linda K. Gebhard, 111 South Jefferson Street, Lancaster, WI 53813 for
Grant County’s portion of the money received for sale of the permits. The Vendor shall keep the
______% portion due them for selling the Launch Permits on behalf of Grant County.

Grant County Thanks you for your assistance with selling the Launch Permits in your area.
The committee gave their approval for this agreement to be sent to the vendors.
Status on Boscobel Landing Well: Linda Gebhard, County Clerk stated that the well had not been capped
by Oman’s Plumbing, Jerry Vial to date. Mr. Vial has been contacted by the River Access employees and

by the County Clerk as to when he plans to complete the process of capping the well. The committee
has submitted a cost sharing agreement to the Grant County Land Conservation and has named Oman’s
plumbing to finish the work. Bob Scallon will contact Mr. Vial to see if the well will be capped and when.
If he no longer wants to complete this service for the County, we will have to find a different company
to compete this task. Bob Scallon will report back to the County Clerk with any information he can
receive regarding this issue.
Quotes for seal Coating from Highway Department: The following quotes were submitted to the
committee for the seal coating:

Wyalusing Boat Landing $8,190.48 Seal Coating
Status on Don Orr Services for River Access: Randy Hamann and Richard Wilkinson stated that Mr. Orr
has not made the commitment to sell his business to date; at this time we will continue to contact him
to help in the maintenance of the Wyalusing Boat Landing, installing the dock and general upkeep of
sandbar.
Wyalusing Boat Landing: Larry Austin submitted a letter to the committee on the current status of the
Wyalusing Boat Landing as follows:
1. Larry Austin contracted VW Docks (suppler of the docks) and Rule Construction (contractor).
He requested calculations for buoyancy be submitted to him or Greg Huza. No calculations
were submitted, in lieu of this; Scott Chambers, owner of VW Docks sent Larry an email
warranting the floating dock will be level when the pivot dock is connected to it.
2. Also, Larry expressed to VW Docks our concerns about a hinge at the concrete abutment. If
the pivot ramp is hinged at the abutment, there will be binding at that location. Scott
indicated that the anchor bolts would probably be snapped off. Rule Construction did move
the floats on the pivot ramps, which were near the concrete abutment to the end where the
pivot dock is connected to the floating dock.
3. Breeched wing dam: Larry contacted the Army Corps of Engineers regarding possible repair
to the wing dam. Dan Cottrel, Engineer for the Corps, indicated that in five years, they have
only repaired three wing dams. However, they would do a hydrographic survey of the area
and run a computer analysis model to see what effects repairing the wing dam would have
on the navigation channel. This will be done with no charge to the county.
4. Larry talked to Kathleen Wolski of the DNR Grant Program regarding the possibility of having
the wing dam repaired by the county. As he understands it; the grant has approximately
$20,000 appropriated which was not used. Three things will need to be approved:
a) Another extension of time/DNR (Larry got an email from her indicating the grant could
be amended for “time and scope” changes)
b) Change order to the contract with Rule Construction
c) Permit for wing dam repairs: A permit to do repairs to the wing dam would be required
from the Army Corps. Larry has talked to the permitting department at the Army Corps.
This permit application would take approximately two months to review.
After discussion; a recommendation was made by the committee to have Larry Austin contact the Corp.
of Engineers to have them conduct the hydrographic survey of the area at the Wyalusing Boat Landing;
at no charge to the County. Once the results come back to the committee, they will discuss further
plans on how to spend the money left in the grant. The grant money can only be used for new

construction; it can not be used for maintenance. A motion was made by Donald Splinter, seconded by
Gary Ranum to authorized Todd Johnson, Extension Comm. Resource Agent to contact Kathleen Wolski,
DNR Grant Program and start the process to apply for an extension of the grant for the Wyalusing Boat
Landing. Motion carried.
Gary Ranum brought up the possibility of looking into applying for FEMA money if there should ever be
a flood in the future as was in 2011. This may help to buffer some of the expense of the Wyalusing Boat
Landing in the future.
Boscobel Boat Landing: Robert Scallon updated the committee on the work that had been competed at
this boat landing. Dave Lambert, Grant County Highway Commissioner was present to explain to the
committee what had been done. Because the water had become so low at this boat landing the ramp
had to be extended and a better concrete pad has been installed under the ramp to hold it more secure.
Steve Steiner was brought in to help the Grant County Highway do this work. The signage at the boat
landing was also updated to make the landing more efficient for parking.
Other Boat Landing Business: The committee decided that the seasonal workers for River Access should
start back to work around the end of April 2013, this will depend on the water levels and the type of
spring we have.
