PARK COMMITTEE MINUTES
April 21, 2015
The Park Committee of the Grant County Supervisors met on Tuesday, April 21, 2015 at 11:15 a.m. in
Room 266 on second floor of the Administration Building, Lancaster, WI, pursuant to the last meeting of
January 8, 2015.
Robert Scallon, County Board Chair called the meeting to order.
Verification was made by the County Clerk, Linda K. Gebhard that the meeting was in compliance with
the open meeting law, published in the Herald Independent, posted in two places and on the county
website.
Members present: Donald Splinter, Dale Hood, Robert Scallon, Vern Lewison, and Daniel C. Timmerman.
Also present was Robert Keeney, County Board Chair, Randy Hamann, Richard Wilkinson, River Access
Employees, Dave Lambert, Highway Commissioner and Dave Timmerman.
Agenda: Vern Lewison, seconded by Don Splinter, made a motion to approve the agenda. Motion
carried.
Minutes: Donald Splinter, seconded by Dan Timmerman, made a motion to approve the minutes of
January 8, 2015 with one typo correction, change “Can” to “Dan Timmerman”. Motion carried.
Employees start date: The County Clerk, Linda K. Gebhard stated to the committee that the Parks
Employees, Randy Hamann and Dick Wilkinson would be starting work on May 4th, 2015 this year.
With two less boat landings to maintain the schedule may change from 4 days per week to 3 days per
week.
Launch Pass update: The County Clerk, Linda K. Gebhard informed the committee $2,943.00 was
collected in 2014 for the Launch Passes. We lost a vendor in the Hazel Green and Kieler area, Dan
Timmerman volunteered to approach other potential businesses in that area who would be willing to
sell the passes.
Update of bathroom roofs: Randy Hamann and Dick Wilkinson reported that the two bathrooms that
needed new roofs, one at Woodman and one at Glen Haven, had been completed in 2014 at a cost of
$1,565.74. All other boat landings with bathrooms are not in need of new roofs at this time, the River
Access seasonal workers maintain 7 bathrooms in all.
Glen Haven Boat Landing Concerns: There has been some speculation regarding this boat landing that
the township or private entities would like to take over that landing. Volunteers have worked on the
landing in the past making improvements and the county has tried to reimburse the material cost.
Randy stated that years ago the township and county worked together to make improvements, but in
today’s world if something is done reimbursement is expected.
A motion was made by Dan Timmerman, seconded by Don Splinter to have Robert Keeney follow up
with the Chairperson of the Township of Glen Haven to confirm if they are interested in purchasing the
boat landing from the County to take over the operation and maintenance of the landing. Motion
carried.

O’Leary Maintenance update, installation of buoys: The River Access employees confirmed that the
buoys will continue to be installed and removed by the Jansen family. The county pays them for this
service.
Again Dan Timmerman stated that there was some speculation of other individuals wanting to take over
the upkeep of this landing. Don Splinter and Vern Lewison were against this proposal; this may not be
the time to address this issue. The DNR has already requisitioned the maintenance money for 2015 to
maintain the landings. This may have to be addressed for the next budget time line. They also stated
that the people who want to take over the upkeep of these boat landings may want to do it now, but
what happens when they quit and no one else steps up to take on this responsibility. The county can
stipulate that the landing comes back to their care but will the money received from DNR be available
for assistance.
Wyalusing Boat Landing Docks: The River Access employees stated that Alan Orr will be installing the
docks as usual; the county contracts him to install and remove. Randy stated they may be in already this
season; the water was stayed low this spring.
Bridgeport Boat landing update: The DNR has taken $1,000.00 away from Grant County for the year of
2015; they will be taking care of that boat landing themselves.
Boscobel Boat landing update: The City of Boscobel has purchased this landing from the county for
$1.00. The transaction has been completed, the landing will divert back to the county if the City of
Boscobel would no longer want the responsibility of operating it. All paper work has been filed and
recorded, the transaction has been finalized. The historical markers will be installed by the River Access
employees; the county has stored the markers over winter and now they will go with the landing.
Other Boat Landing updates or concerns: No concerns regarding other boat landings were brought up.
New Business: None
Old Business: None
Date of Boat Landing Tour: There was no date set for the tour this season. The committee decided to
wait and if problems came up with any of the landings; then the committee would set a date for a tour.
Public Comment: None
Adjournment: Dale Hood, seconded by Dan Timmerman, made a motion to adjourn the meeting
pursuant to the call of the chair. Motion carried.
