HomeMy WebLinkAboutPark, March 15, 2016 PARK COMMITTEE MINUTES March 15, 2016 The Park Committee of the Grant County Supervisors met on Tuesday, March 15, 2016 at 9:00 a.m. in Room 266 on second floor of the Administration Building, Lancaster, WI, pursuant to the last meeting of April 21, 2015. Robert Scallon, Committee Chair called the meeting to order. Verification was made by the County Clerk, Linda K. Gebhard that the meeting was in compliance with the open meeting law, published in the Herald Independent, posted in two places and on the county website. Members present: Donald Splinter, Dale Hood, Robert Scallon, and Dan Timmerman; Vern Lewison asked to be excused. Also present was Robert Keeney, County Board Chair, Randy Hamann, River Access Employee. Agenda: Dale Hood, seconded by Don Splinter, made a motion to approve the agenda. Motion carried. Minutes: Donald Splinter, seconded by Dan Timmerman, made a motion to approve the minutes of April 21, 2015. Motion carried. Glen Haven Request: Jerry Day from Fennimore was present at the meeting as spokesman for an interested group of people in the Glen Haven area to take over the care of the Glen Haven Boat Landing. The Boat Landing is partially owned by the Rail Road, Glen Haven and the County. The Rail Road damaged some of the parking lot last year when they were working on the rails, they have offered to pay a ¼ of the damage cost, Glen Haven Township is asking the County to pick up the remainder of the cost. The boat landing to date has been maintained by the Rive Access employees with grant money received from the Department of Natural Resources. After discussion, Dale Hood made a motion, seconded by Dan Timmerman directing Ben Wood, Corporation Counsel to draw up an agreement between Glen Haven Township and the County for them to purchase the portion of the boat landing the county owns, making Glen Haven Township responsible for the care of the Glen Haven Boat Landing. Motion carried. The Wagner Presentation: Duane Wagner, Sandy Bottom Campground, Cassville has shown interest in taking over the maintenance of all the boat landings currently taken care of by the River Access employees with grant money received from the Department of Natural Resources. Ben Wood, Corporation Counsel, Robert Keeney, County Board Chair and Dave Lambert, Highway Commissioner agreed an RFP would have to be drawn up to list the expectations and state the scope of the work required in taking on the maintenance of all the boat landings would have to be drawn up and the project would need to be advertised so other interested parties could bid on the project. Dale Hood, seconded by Donald Splinter, made a motion to postpone any action on this issue until the next Parks Committee meeting so more information can be obtained. Motion carried. Old/New Business: None Date of the Boat Landing Tour: The committee postponed setting a tour date because they wanted to meet one more time before the reorganization of the board to finalize the Glen Haven Boat Landing issue. Public Comment: None Adjournment: A motion was made by Dan Timmerman, seconded by Don Splinter to adjourn the meeting pursuant to the next meeting on April 14, 2016 at 8:00 a.m. before the Highway Committee meeting to be held at the Highway Department.
