GRANT COUNTY SANITATION & ZONING
December 15, 2011 Meeting
The County Planning & Zoning & Sanitation meeting was called to order on December 15, 2011 at 9:00 a.m. by
Chairman Lester Jantzen in the Grant County Conference Rm of the Administration Building, 111 S. Jefferson St,
Lancaster.
Planning & Zoning & Sanitation Board member present Lester Jantzen, Steve Adrian, John Beinborn, Dwight Nelson,
Bob Keeney, Pat Schroeder and John Patcle.
John Beinborn made and motion, seconded Dwight Nelson to approve the Agenda. Motion carried.
Pat Schroeder made a motion to approve the November 18, 2011 minutes, seconded by John Patcle. Motion carried.

Public hearing was convened (Ch. 59.69-5e) to hear the request of Joseph & Mary Cogan to rezone 23.79+-ac. from
Exclusive Agriculture EAZ to Commercial C-2. This land is located in SW ¼ of SE ¼ Section 28 T1N R2W in
Jamestown Township.
Appearance in Favor: Township approved on December 2008
Appearance in Opposition: none
Appearance in Interest: Terry Loeffelholz, Grant County Administrator.
The Comprehensive Plan was changed and adopted by the Township and County Zoning & Sanitation Board.
John Patcle made a motion to close the hearing, seconded by John Beinborn. Motion carried.
Steve Adrian made a motion to send it to the Grant County Board for approval, in reference to Sec.3.045 (5) page 16 of
the Grant County Zoning Ordinance. That the Committee finds that there are adequate facilities to accommodate
development, that provision of public facilities will not place an unreasonable burden on local government to provide
them, and that the land proposed for rezoning is suitable for development and development will not result in undue water
or air pollution, cause unreasonable soil erosion or have an unreasonable adverse effect on natural area, seconded by John
Beinborn. Motion carried.

to Agriculture A-2. This land is located in SE ¼ of the NW ¼, the NE ¼ of NW ¼ and the NW ¼ of the NW ¼ of
Section 34 T4N R2W in Ellenboro Township.
Appearance in Favor: Township approved on September 12, 2011
Appearance in Opposition: none
Appearance in Interest: Terry Loeffelholz, Grant County Administrator.
The Comprehensive Plan was changed and adopted by the Township and County Zoning & Sanitation Board.

Conditional Use Permit:
#11-12- Condition Use Permit for the Old Amish Order for a Cemetery located in the SW ¼ of the NW ¼ in Section 22
T6N R4W in Mt Hope Township.
In favor: Jacob Stoltzfus spoke in regard that the cemetery was for the Amish committee. The will be a 3 ac surveyed and
a plat for the cemetery.
In Opposed: Scott Nicholas chairman form Mt. Hope township spoke a said that the Township was not in favor of the
cemetery. The concerns of the Township are if the Amish committee leaves the area that the Township did not want to
take care of another cemetery because of the cost to the Township.
Mr. Stoltzfus spoke and said that they would take care of the Cemetery at no cost to the Township. If they leave the area
that someone would be back once or twice a year to take care of the cemetery.
Terry has talk to the Attorney on the regulation for a cemetery. That you don’t have to bury someone in a cemetery, and
you can bury anyone on your property.
Bob Keeney made a motion to deny the Condition Use Permit, seconded by Steve Adrian. Roll call vote.
Dwight Nelson, yes; John Patcle, no; Bob Keeney, yes; Pat Schroeder, no; Steve Adrian, yes; John Beinborn, no; Lester
Jantzen, yes. Motion carried to denied the Conditional Use Permit 4 yes, 3 no.
Land Use Plan:
No action was taken at this time for Clifton & Potosi Map approval for Farmland Preservation

Sanitary Permit Summary:
John Beinborn made a motion to approve the Sanitary Permit Summary, seconded by Pat Schroeder. Motion carried.
Outstanding Order/Compliance:
Dwight Nelson made a motion to approve the Outstanding Order, seconded by Pat Schroeder. Motion carried.
Bills & Vouchers:
Bob Keeney made a motion to approve the Bills & Vouchers, seconded by John Beinborn. Motion carried.
Other business brought before the Board:
John Patcle made a motion to adjourn the meeting, seconded by Dwight Nelson. Motion carried.
Meeting, adjourn until January 19 at 10:00 in the County Board room.
