GRANT COUNTY SANITATION & ZONING
Minutes from the March 17, 2011 Meeting
The County Planning & Zoning meeting was called to order on March 17, 2011 at 9:00 a.m. by Chairman Lester Jantzen
in the County Conference Room (#266) of the Administration Building, 111 S. Jefferson St, Lancaster.
Planning & Zoning Board member present Lester Jantzen, Steve Adrian, Pat Schroeder, John Beinborn, Bob Keeney and
John Patcle. Absent Dwight Nelson
Agenda was sent to the County Clerk Office to be posted.
Steve Adrian made a motion to approve the agenda seconded by Pat Schroeder. Motion carried.
John Beinborn made a motion to approve the minutes from February 17, 2011 meeting, seconded by Bob Keeney.
Motion carried.

Unclassified Land Use Review: none
Conditional Use Permit:
Condition Use Permit for Wamsley Excavating & Quarry Products to mine sand on Eagle View Real Estate LLC
property. This property is in Sec 10 T2N R3W in Potosi Township.
The township voted on the 14 Condition that was presented to Mr. Wamsley and at that time Mr. Wamsley agreed.
In Favor: The Township approved the Conditional Use permit on March 13, 2011.
Charlie Wamsley was wondering if he could go East & North on River Lane to get access to Hwy 61/35 so he didn’t have
to go over the 20 ton bridge on River Lane. He had a question on who can use the Bridge on River Lane and who can’t?
The traffic is the issue going out on River Lane coming in from Hwy 61/35.
Karen Buch read a letter (Exhibit A) to the board which brought up the use on the flood plan ordinance. Karen Bush
presented picture to the board of the floods from 2000 & 2008. The township wants to use the new flood plan ordinance
that will go into effect this fall.
Terry report at this time we have to use the existing Flood Plan ordinance. When the new Flood Plan ordinance is adopted
by the County everyone will go by the New Ordinance.
Pat Schroeder made a motion to approve the Conditional Use permit and the 14 conditions for 5 years, seconded by Steve
Adrian. Motion carried.
1. Dump trucks will only travel West on River Lane Road from mining site to State Highway 133 unless making a
local delivery.
2. Wamsley Excavating & Quarry Products will not operate equipment or dump trucks on holiday
weekends.
3. Dump trucks will operate only from 7:30 a.m. to 4:30 p.m., Monday through Friday, except during the period of
time between Memorial Day and Labor Day the hours of operation for Fridays shall be only from 7:00 a.m. until
3:00 p.m.
4. Backup warning on all dump trucks and equipment shall comply with MSHA regulations. Repetitive motion
machines (like loaders and skidsteers) shall have non-audible backup alarms if permitted by law.
5. Dump trucks shall not use compression brakes on River Lane Road.
6. Any damage done by Wamsley Excavating & Quarry Products to River Lane Road at the entrance to the mining
site shall be repaired at the expense of Wamsley Excavating & Quarry Products.
7. Wamsley Excavating & Quarry Products will meet no less than two times annually with residents of Potosi
Township to address any issues or concerns relating to their operation of the mining site.
8. All weeds shall be cut and/or sprayed or otherwise maintained on the mining site no less 3-4 times per year.
9. The mining site shall not be used for any concrete plant or asphalt plant operations.
10. The Conditional Use Permit shall be used for the removal of sand, river gravel, and black dirt only.
11. Wamsley Excavating & Quarry Products shall provide the Grant County Administrator with a copy of all
complaints filed by Potosi Township residents which can be considered in regard to any proposed renewal or
extension of Wamsley Excavating & Quarry Products Conditional Use Permit.
12. The pond to be constructed at the mineral site shall have a 4 to 1 slope.
13. Wamsley Excavating & Quarry Products shall immediately clean up any sand spilt on River Lane Road as a result
of its mining operations.
14. No sand stockpiled within 300 ft of residence.

Discussion of Citation ordinance:
Terry reported that he sent a copy of the Citation ordinance to Todd Infield to look over but haven’t heard from him.
Discussion of Zoning Ordinance:
At the April meeting to approve the New Zoning Ordinance
Sanitary Permit Summary:
John Beinborn made a motion to approve the Sanitary Permit summary, seconded by Steve Adrian. Motion carried.
Outstanding Order/Compliance:
Pat Schroeder made a motion to approve the Outstanding Order, seconded by Steve Adrian. Motion carried.
Bills & Vouchers:
John Patcle made a motion to approve the bills & vouchers, seconded by John Beinborn. Motion carried.
John Beinborn made a motion to adjourn the meeting, seconded by Bob Keeney. Motion carried.
Next meeting is Friday April 15, 2011 at 9:00 a.m. in the County Board conference room.
