GRANT COUNTY SANITATION & ZONING
Minutes from the April 15, 2011 Meeting
The County Planning & Zoning meeting was called to order on April 15, 2011 at 9:00 a.m. by Chairman Lester Jantzen in
the County Conference Room (#266) of the Administration Building, 111 S. Jefferson St, Lancaster.
Planning & Zoning Board member present Lester Jantzen, Steve Adrian, Pat Schroeder, Dwight Nelson, John Beinborn,
Bob Keeney and John Patcle.
Pat Schroeder made a motion to take off of the Agenda the Condition Use Permit for Dennis Yoose, seconded by Dwight
Nelson. Motion carried.
John Beinborn made a motion to approve the minutes from March 17, 2011 meeting, seconded by Bob Keeney. Motion
carried.

Public Hearing-Zoning Amendments:
Public hearing was convened (Ch. 59.69-5e) to hear the request of David & Suella Lory to rezone 1.99+-ac. from
Exclusive Agriculture EAZ to Agriculture A-2. The land is located in SW ¼ of NW ¼ Section 23 T3N R1W of
Platteville Township.
Appearance in Favor: Township approved on April 12, 2011
Appearance in Opposition: none
Appearance in Interest: Terry Loeffelholz, Grant County Administrator.
Steve Adrian made a motion to close the hearing, seconded by Dwight Nelson. Motion carried.
Pat Schroeder made a motion to send it to the Grant County Board for approval, in reference to Sec.3.045 (5) page 16 of
the Grant County Zoning Ordinance. That the Committee finds that there are adequate facilities to accommodate
development, that provision of public facilities will not place an unreasonable burden on local government to provide
them, and that the land proposed for rezoning is suitable for development and development will not result in undue water
or air pollution, cause unreasonable soil erosion or have an unreasonable adverse effect on natural area, seconded by John
Beinborn. Motion carried.

Public hearing was convened (Ch. 59.69-5e) to hear the request of David Winkers ll to rezone 3.00+-ac. from Exclusive
Agriculture EAZ to Agriculture A-1. The land is located in SE ¼ of SE ¼ & SW ¼ of SE ¼ in Section 21 T6N R1W in
Wingville Township.
Appearance in Favor: Township approved on August 29, 2009
Appearance in Opposition: none
Appearance in Interest: Terry Loeffelholz, Grant County Administrator.
John Beinborn made a motion to close the hearing, seconded by John Patcle. Motion carried.
Steve Adrian made a motion to send it to the Grant County Board for approval, in reference to Sec.3.045 (5) page 16 of

Public hearing was convened (Ch. 59.69-5e) to hear the request of Thomas Moneypenny to rezone 2.01+-ac. from
Exclusive Agriculture EAZ to Agriculture A-2. The land is located in NE ¼ of SE ¼ Section 35 T6N R4W of Mt Hope
Township.
Appearance in Favor: none
Appearance in Opposition: Mt Hope Township deny the rezone June 10, 2010
Township motion: Scott Nichols made a motion to deny the zoning request of Mr. Moneypenny unless he would agree to
have it rezoned as Commercial, seconded by Clem O’Brien. Motion carried.
Bob Kenney wanted to know when he sold the property 5 years ago why it didn’t get rezoned at that time.
Terry Loeffelholz report to the board that the property was not rezoned when it was sold and at this time it is a parcel that
is non-conforming.
Pat Schroeder made a motion to close the hearing, seconded by Dwight Nelson. Motion carried.
Bob Kenney made a motion to deny the rezone of Mr. Moneypenny and send it back to the Mt Hope Township, and if the
owner bring back the rezone there will be a $400 charge for the new rezone, seconded by Steve Adrian. Motion carried.

Conditional Use Permit:
Condition Use Permit for Dennis Yoose is tabled at this time and until the Township makes their decision.
Condition Use Permit for Milestone for Majerus Quarry to Crushing, Stock pile rock and Asphalt plant for the new Hwy
35/61 project. The township of Paris & Potosi has approved the project.
John Patcle made a motion to approve a 1 yr for the Asphalt plant and 5yr for crushing rock, seconded by Dwight Nelson.
Motion carried.
Land Use Plan:
Steve Adrian made a motion to approve the Southwest Regional Planning agreement and send it to the full County Board
for approval, seconded by Bob Kenney. And review the contract at the October meeting.
Discussion of Citation ordinance:
Terry presented the Citation ordinance to the board for approval. Al Wepking a plumber had question on the citation
ordinance and how it was going work. The board discussed on the ordinance at this time.
Pat Schroeder made a motion to approve the Citation ordinance to give power to the Sanitation & Zoning Department to
issue Citation and send it to the County Board for approval, seconded by John Beinborn. Motion carried.
Zoning Ordinance & Regional Planning cost:
The Regional Planning is charging $3000.00 to do the maps to scale for DATCAP.
Sanitary Permit Summary:
Steve Adrian made a motion to approve the Sanitary Permit Summary, seconded by Dwight Nelson. Motion carried.
Outstanding Order/Compliance:
Steve Adrian made a motion to approve the Outstanding Order, seconded by Dwight Nelson. Motion carried.
Bills & Vouchers:
John Patcle made a motion to approve the bills & vouchers, seconded by Pat Schroeder. Motion carried.
John Patcle made a motion to adjourn the meeting, seconded by John Beinborn. Motion carried.
Next meeting is Thursday May 19, 2011 at 9:00 a.m. in the County Board room.
