GRANT COUNTY SANITATION & ZONING
JULY 21, 2011 Meeting
The County Planning & Zoning meeting was called to order on July 21, 2011 at 9:00 a.m. by Chairman Lester Jantzen in
the Grant County Board Room (#264) of the Administration Building, 111 S. Jefferson St, Lancaster.
Planning & Zoning Board member present Lester Jantzen, Steve Adrian, Pat Schroeder, Dwight Nelson, John Beinborn,
Bob Keeney and John Patcle.
Steve Adrian made and motion, seconded John Beinborn to approve the Agenda. Motion carried.
Pat Schroeder made a motion to approve the June 16, 2011 minutes, seconded by Dwight Nelson. Motion carried.

Public Hearing-Zoning Amendments: none

Conditional Use Permit:
Bard Materials requesting a Conditional Use Permit for Vogt’s Quarry in Jamestown Township.
The township approved the Conditional Use Permit for 3years on July 5, 2011.
John Patcle made a motion to approve the Conditional Use Permit for 3 years, seconded by Steve Adrian. Motion carried.
Land Use Plan:
Jamestown Comprehensive Plan:
John Richard & Pete Reinhart who are on the Jamestown Comprehensive Plan had question about zoning issues and when
to revise the Comprehensive map that are already done.
Pat Schroeder spoke and the Comprehensive Plan Committee needs to do a revision on the map, when the rezone is
requested.
Terry spoke that every time a revision is done the SW Regional Planning Commission charges for the change that would
cost $320. Who is going to pay the cost for the changes, the Township or the County?
Bob Keeney, spoke that may we need to discuses the County Comprehensive Plan first and come back to the Jamestown
Comprehensive Plan to make a discussion. At this time they discussed the County Comprehensive Plan.
Terry reported that the Comprehensive Plan is not at DATCP for approval.
After a very long discussion on the Comprehensive Plan Maps and who should or shouldn’t pay the $320 fee no decision
was made at this time.
If the maps should be changed every time a rezone is done or once a year at the end of the year.
Bob Keeney made a motion to ask SW Regional Planning Commission if the maps need to be changed every time a
rezone is done or if it could been done once a year so there would only be one charge and to check with the County
Attorney on who should pay the cost, seconded by Steve Adrian. Motion carried.
Steve Adrian made a motion to table the Jamestown Comprehensive Plan until we hear back from the SW Regional
Planning and County Attorney until the August 11, 2011 meeting, seconded by Pat Schroeder. Motion carried.
Terry is going to contact the County Attorney on the previous parcels that where rezoned.

Flood Plan Ordinance:
Pat Schroeder made a motion to send the new Flood Pain Ordinance to the County Board for approval, seconded by Bob
Keeney. Motion carried.

Zoning Ordinance Fee:
Steve Adrian made a motion to change the Zoning fees for the Conditional Use Permit to $400.00 and the Rezone fee to
$750, seconded by John Beinborn. Chairman as for a show of hands for approval 4-yes, & 3-no, Motion carried.
Sanitary Permit Summary:
Pat Schroeder made a motion to approve the Sanitary Permit Summary, seconded by Steve Adrian. Motion carried.
Outstanding Order/Compliance:
Dwight Nelson made a motion to approve the Outstanding Order, seconded by John Beinborn. Motion carried.
Bills & Vouchers:
Bob Keeney made a motion to approve the Bills & Vouchers, seconded by Pat Schroeder. Motion carried.
Other business brought before the Board:
John Dalsing had question about how to interpret the Comprehensive Plan.
Steve Adrian made a motion to adjourn the meeting until Thursday August 11, at 1:00, seconded by John Beinborn.
Motion carried.
