HomeMy WebLinkAbout11-8-12 PZ minutes GRANT COUNTY SANITATION & ZONING November 8, 2012 Meeting The County Planning & Zoning & Sanitation meeting was called to order on November 8, 2012 at 9:00 a.m. by Chairman Lester Jantzen in the Grant County Board room of the Administration Building, 111 S. Jefferson St, Lancaster. Zoning & Sanitation Board members present Lester Jantzen, Bob Keeney, Dwight Nelson, Dale Hood, excused absent was Roger Guthrie, Pat Schroeder and Grant Loy. Dwight Nelson made a motion to approve the agenda, seconded Bob Keeney. Motion carried. Bob Keeney made a motion to approve the September minutes, seconded by Dale Hood. Motion carried. Comprehensive Map Changes: Bob Keeney made a motion to approve the comprehensive map change for Lloyd Droessler in Paris Township Sec 32 from EAZ – Agriculture A-2, 17.90 ac., subject to the approval from Paris Township and send to the full County Board for approval, seconded by Dale Hood. Motion carried. Bob Keeney made a motion to approve the comprehensive map for Steve Argall in Liberty Township Sec 35 from EAZ to Agriculture A-1, 5.78 ac., subject to the approval from Liberty Township and send to the full County Board for approval, seconded by Dwight Nelson. Motion carried. Dale Hood made a motion to approve the comprehensive map for Jerome Wilson in Lima Township Sec 24 from EAZ to Agriculture A-1, 4.69 ac., and send to the full County Board for approval, seconded by Dwight Nelson. Motion carried. Open Discussion own Sandy Bottoms Campground in Jamestown Township: Pete Reinert talk that the owner of Sandy Bottoms Campground was putting a drain ditch and not a tube. They have a permit from the DNR for moving the soil on their property. Why the fencing was not done between the property owners. That they are not following the design of the campground that they presented to the Zoning board. Judy Puls had question on the berm that is not landscaped and water drainage going to washing out the soil has a 10’ drop off and the security of the proper. There are 2 culvers under the railroad tracks that the water would be going into the Mississippi. Why they have not got a permit. Terry spoke and said that this is not a zoning permit this was a land use change form Agriculture A-2 to Conservancy Forester Recreation –CFR. Ginny Bellrichard spoke that the people in the subdivision was opposed to the campground from the beginning. The homeowners are concern for the security of their property to keep the campers off. Tom Schmieder the owner of the campground property spoke. That the berm is to slow down the water that is coming off of the other people property that they are working with the DNR to help with the run off. The subdivision home owners need to be patient with the construction of the campground. There well be a privacy fence installed as the project proceeds on the property line. Faber Runde Chairman of Jamestown Township spoke that the people need to give them a chance to finish the campground project. Also that Pete Reinert and John Dalsing where not representing Jamestown township when they went to the County Board meeting. Rocky Skemp spoke that the neighbors need to get along and give Tom Schmieder time to get the project done. Lester Jantzen thanked everyone for coming and hope that their questions where answered. Frac Sand mining Terry reported that when he was at the Zoning & Sanitation meeting in Eau Claire that they visited the Frac Sand mine that was in that area. That Langlade County adopted a resolution for frac sand mining and Terry was wondering if the board wanted to adopt a resolution for Frac Sand mining. After discussion by the board no action was taken. Sanitary Permit Summary: Dwight Nelson made a motion to approve the Sanitary Permit Summary, seconded by Lester Jantzen. Motion carried. Outstanding Order/Compliance: Bob Keeney made a motion to approve the Outstanding Order, seconded by Dale Hood. Motion carried. Bills & Vouchers: Dwight Nelson made a motion to approve the Bills & Vouchers, seconded by Bob Keeney. Motion carried. Dwight Nelson made a motion to adjourn the meeting until December 20, at 9:00 a.m., seconded by Bob Keeney. Motion carried. Dwight Nelson, Secretary
