Grant County Conservation, Sanitation & Zoning Dept.
November 21, 2013
The County Planning & Zoning & Sanitation meeting was called to order on November 21, 2013 at 9:00 a.m. by
Chairman Lester Jantzen in the Grant County Conference room of the Administration Building, 111 S. Jefferson St,
Lancaster.
Zoning & Sanitation Board members present Lester Jantzen, Dwight Nelson, Roger Guthrie, Grant Loy and Dale Hood.
Excused was Robert Keeney.
Other present Carl Ihm, Jill Jentz, Jeff Krueger & Janet Graney.
Dwight Nelson made a motion to approve the agenda, seconded Dale Hood. Motion carried.
Roger Guthrie made a motion to approve the October 23, 2013 minutes, seconded by Grant Loy. Motion carried.
Comprehensive Map Changes:
#484 – Maring Est. to change the zoning classification from Exclusive Agriculture – EAZ to Agriculture A-2 of 10 ac in
Section 21of Paris Township. Roger Guthrie made a motion to approve the Comprehensive Map change and send to the
County Board meeting for approval, seconded by Dale Hood. Motion carried.
#485 – Mike & Deb Moen to change the zoning classification from Exclusive Agriculture – EAZ to Agriculture A-2 of
2.95 ac in Wingville Township. Dwight Nelson made a motion to approve the Comprehensive Map change and send to
the County Board meeting for approval, seconded by Dale Hood. Motion carried.
Rezone:
#483- Carl & Linda Ihm changing the zoning classification from Exclusive Agriculture – EAZ to Agriculture A-2 of
24.71 ac for a single family dwellings in Section 31 of Ellenboro Township.
Roger Guthrie made a motion to approve the rezone and send it to the full County board for approval, seconded by Dale
Hood. Motion carried.
Conditional Use:
CUP#13-10 Hearing for a Condition Use Permit for James Jon & Jill Jentz selling the farm house off of the farm in the
Exclusive Ag of 2ac. This property is located in Section 36 of Ellenboro Township.
Grant Loy made a motion to approve the Condition Use Permit seconded, by Dale Hood. Motion carried.
Sanitary Permit Summary:
Grant Loy made a motion to approve the Sanitary Permit Summary, seconded by Dwight Nelson. Motion carried.
Outstanding Orders/Compliance:
Roger Guthrie made a motion to approve the Outstanding Orders, seconded by Dale Hood. Motion carried.
Bill & Vouchers:
Dale Hood made a motion to approve the bills & vouchers, seconded by Roger Guthrie. Motion carried.
Possible Resolution for Opposition to SB-349.
The bill will significantly restrict the ability of local decision makers to mitigate the impact of nonmetallic mining on the
communities, natural resources and transportation infrastructure within their jurisdiction.
The Board discussed the resolution. And thought maybe would work on the existing quarries. The main concern is the
health of the people in the area where the silicone dust (quartz crystal) is coming from the frac sand mining materials. The
board recommends having Lynda write up a resolution opposing the SB-349 on the mining for the next board meeting.
Dale Hood made a motion approve to have Lynda do a resolution on the SB-349, seconded by Dwight Nelson.
Roger Guthrie made a motion to adjourn the meeting until December 19, 2013 at 9:00am in the Grant County Conference
room, seconded by Dwight Nelson. Motion carried.
