July 22, 2009
The Public Property Committee of the Grant County Board of Supervisors met in the Grant County
Administration Building, Room 266, Lancaster, WI, on Wednesday, July 22, 2009 at 9:00 a.m.
The meeting was called to order by Chair, Dwight Nelson. John Patcle, seconded by Linda Adrian,
moved that the meeting was in compliance with the open meeting law. Motion carried unanimously.
The roll was taken and a quorum was present. The following committee members were present:
Dwight Nelson, Stephen Adrian, Maynard Behncke, John Beinborn, Linda S. Adrian, Patrick Schroeder.
Also in attendance was John Patcle.
Maynard Behncke , seconded by John Beinborn, moved to approve the agenda. Motion carried
unanimously.
Stephen Adrian, seconded by Maynard Behncke, moved to approve the minutes of the June 24, 2009
Public Property meeting. Motion carried unanimously.
Insurance: Marty Malloy,Arthur J. Gallagher & Co., reported that Grant County has had one loss of time
Claim reported in the Highway Department. Dave Lambert and Dawn Mergen are working to set up a
safety training with Arthur J. Gallagher & Co. to help educate employees of potentially dangerous work
situation. Marty Molly stated that the incident had been reported to them in good time and that was
very important to report those claims as fast as possible.
Randy Peterson, TriCor Insurance, reported that they had three small claims report this month but
everything was going well. They were in the process of furnishing Delores Schwantes, Fair Secretary
with the Certificates of Insurance she will need for the fair.
Stephen Adrian reported that the fair committee was working on installing a railing in the grandstands
for liability purposes. They had also looked into how they could make the portable bleachers safer with
a chain link fence on them, but that probably would be finished for the 2009 fair.
Bidding Process: Joyce Roling, Personnel Director, presented the summary report that she compiled at
the Public Property Committee request regarding the last time the county insurance was bid and
suggested the following bid schedule:

Soldier Fountain: Jon Angeli was present to discuss the Soldier Statue that is on the Courthouse
Fountain. The statue needs to have some restoration work done on it to maintain it. Jon stated, that in
his opinion; the Grant County Courthouse Lawn was one of the nicest throughout the State. He stated
that it would be a shame to let the statues deteriorate to a point they could not be saved. The statue
was donated to Grant County by the McKinley Circle of Lancaster GAR woman in May of 1906. Dick
Myer was Grant County Chair at that time and he accepted the statue from this group. In 1986 the
statue was removed and taken to a company in St. Louis to restore but unfortunately the repair job was
not of good quality. The statue is made of zinc, which has its challenges to restore.
John Beinborn asked what the time line was to have the statue repaired. Jon Angeli stated that he had
notices a crack in the statue for the last two years and it was important to start the process so the statue
didn’t separate any further.
Jon had received a resume’ from the Conservation of Sculpture & Objects Studio, Inc., Illinois, Andrzej
Dajnowski, to contract for the restoration. He estimated that the cost could be from $10,000.00 to
$25,000.00, plus $2,000.00 to move the statue to his studio. Linda Adrian remembered the last time the
statue had been taken away to restore, the public was alarmed that is was missing; she suggested that if
this is the process that may be used this time, more publicity should be involved to inform the public
better.
The committee discussed different possibilities to raise money for the restoration. The committee
suggested ways to involve the public in the donation process by placing donation container around
Lancaster.
Pat Schroeder, seconded by John Beinborn , made a motion that a committee be formed consisting of
the following members: Marge Sherwin, Lancaster Chamber of Commerce, Jon Angeli, and Maynard
Behncke, to spearhead a promotion to help “Save the Fountain”, to raise funds to be used to repair the
fountain. Motion carried.
Maynard Behncke, seconded by Pat Schroder, made a recommendation to go before the Finance
Committee to create an account within the budget to take $10,000.00 out of the Building Maintenance
Account to establish a “Save the Fountain” account to be used only for maintaining the fountain and
deposit any donations that are collected. Motion carried.
Judge-Elect Day Investiture Reception: Stephen Adrian, seconded by John Beinborn, made a motion to
give permission to Craig Day to hold his Investiture Reception on the Third Floor of the Courthouse on
Tuesday, August 4, 2009 at 4:00 p.m. to 6:00 p.m. Motion carried.
Tunes and Pies on the Square: Marge Sherwin, Lancaster Chamber of Commerce, was on hand to ask
permission for the Lancaster Association of Churches to use the Courthouse Lawn on Wednesday,
August 12, 2009 from 5:00 p.m. to 7:00 p.m. featuring home made pies and home grown musicians and
singers. All donations will go for an LAC rental assistance fund to help people in need in our area.
Maintenance: Mark Udelhofen, Courthouse Maintenance, was on hand to give the board updates on
work being done at the Courthouse. Al Klaas will have the cement work on the sidewalk done before
winter. There is another tree on the Courthouse Lawn that is weak and in need of removal, the city of
Lancaster is going to be removing some of their trees and offered to take the tree down in the
Courthouse for the county at no charge. There are some concerns with the carpeting in Courthouse.
Mark would like to have the carpeting looked at and come up with a five year budget plan to replace the
warn carpets. The budget can be looked at to accommodate with this concern.
Bryan Martens reported that the phase monitor that was installed in the Administration Building went
well, everything stayed within the budget. No other real concerns were discussed.
Stephen Adrian brought up a concern of cans and bottles being discarded in the shrubs in the
Courthouse Lawn and wondered whose responsibility it was to clean those out. Mark explained that he
has had one of the jail inmate workers come and help him clean out the flower beds.
Property Lists: County Clerk is still collecting the inventory lists from the departments; some will be
reminded at the Department Head meeting that these need to be handed in.
Third Floor in Administration Building: John Patcle reported that there will be a Strategic Planning
Meeting to address the third floor. Economic Development, Resource and Hidden Valley would like to
be at this meeting. They will discuss different plans of what would be the best to suit all, in the most
cost effective way.
Other business: Stephen Adrian suggested that at the next Public Property meeting that they have one
of the insurance people explain the details of the itemized statement of Loss – Claims to make it a little
clearer.
