HomeMy WebLinkAboutPUBLIC PROPERTY June 23. 2010PUBLIC PROPERTY/TECHNOLOGY COMMITTEE MINUTES JUNE 23, 2010 The Public Property/Technology Committee of the Grant County Board of Supervisors met in the Grant County Administration Building, Lancaster, WI Room 266, and Wednesday, June 23, 2010 at 9:00 a.m. pursuant to the adjournment of the May 26, 2010 meeting. The meeting was called to order by Chair Larry Wolf, John Beinborn, seconded by Dwight Nelson, moved that the meeting was in compliance with the open meeting law. Motion carried. The following committee members were present: Larry Wolf, Don Splinter, Dwight Nelson, John Beinborn, and Vern Lewison. Carol Beals and Lester Jantzen were absent. County Board Chair John Patcle, Vice Chair Robert Keeney and Joyce Roling, Personnel Director was also present. Dwight Nelson, seconded by Don Splinter made a motion to approve the agenda as presented. Don Splinter, seconded by John Beinborn made a motion to approve the minutes of May 26 meeting. Minutes from June 15th meeting will be presented at the July meeting. Correspondence: None Coroner Vehicle: Ron Sturmer presented recent expenses incurred to maintain coroner van. Breaks and wiring repaired at $500.00, using up his budget for maintenance; now the rear shocks need to be fixed and the air conditioner. The approximate repair cost of $800.00. The van is a 2003, purchased in 2007 with 69,200 miles currently on vehicle. He has obtained a number of quotes to replace the van from surrounding car dealers. After discussion, John Beinborn made a motion to continue making the repairs on the current van, 2nd by Dwight Nelson. Motion carried. Courthouse Maintenance: Mark Udelhofen reported on the Courthouse maintenance projects. Focus on Energy will be doing another walk thru and be advising on any financing available for future projects. Giese is fixing the leak in the dome. Air conditioner has been repaired. Administration Building Maintenance: Brenda Halverson has refinished chairs in Register of Deeds office, table in board room and a wooden storage cabinet. Floors in Health Department have been stripped and waxed. Ballasts have been replaced in Drug Task Force office. Attempting to get some carpets washed, but weather has not been cooperative. City of Lancaster experienced a power outage during a thunder storm last night causing issues with the 3 phase. Brenda advised this should not be restarted until power has come back on. Committee questioned Jeff Kindrai how he was coming with generator purchase. He is having difficulty receiving quotes. Leaks on third floor appear to be due to condensation. Third floor has air circulating but no heat. John Patcle wanted to commend Brenda on the job she has been doing in the administration building. Blue Boy: Amount currently on the books presented. John Patcle informed the committee he has learned the cost of repair has raised to $25,000. Flag on Courthouse: Tom Bublitz has been in touch with Tom Taber, Veterans Administrator, wanted to know if a campaign could be established to get the flag back on top of the Courthouse. Mark commented that maybe the City could be approached about contributing since they use “The City of the Dome” designation. A number on people in the county have received phone calls wanted the flag on the courthouse. Discussion shared from each member of committee. Brenda did volunteer for the job in the past, insurance advisors did not feel a county employee should perform this job. Vern Lewison suggested check with flag company near Reedsburg if they would be able to do this job. Insurance: Marty Malloy, A.J. Gallagher and Company, gave a worker’s compensation report for the past month. County had 10 claims, none serious, Highway employee still out on worker’s comp from truck accident near Dickeyville. Trucking company claimed full responsibility. Randy Peterson, TRICOR, two vehicle accidents this past month, not serious. Jeff Kindrai informed the committee that the health committee was exploring different premiums for smoker’s vs non-smokers. Survey indicated 20% of the residents in Grant County smoke. Health committee recommended exploring possibility of smokers paying a higher premium. Larry Bowden and Brent Straka presented a concept for health insurance coverage. Concept would have to be presented to union during contract negotiations. The concept is a “Health Reimbursement Arrangement. “ The thought is to give the employee an incentive to use generic vs name brand drugs and be more conscientious about seeking medical attention. Joyce will be bringing this issue before the Executive Committee. Motion to pursue this health insurance concept of HRA and plan design change made by Dwight, 2nd by John Beinborn. Elevators: Current Costs: Orchard Manor 5,154.72/annual Schindler Elevator Corp 52 Building 246.00/month Schumacher Elevator Sheriff 1,427.00/annual Otis Elevator Co Administration Bldg 5,416.56/annual Otis Elevator Co Courthouse 5,023.56/annual Braun Thyssenkrupp Elevator Schumacher gave us a quote for all elevators as follows: Orchard Manor 3,060.00/annual 52 Building 2,955.96/annual (same as current) Sheriff 1,500.00/annual Administration Bldg 1,620.00/annual Courthouse 3,060.00/annual Administration elevator has an underground piston that is under warranty for 20 years with original company, Schumacher would honor coverage. Don Splinter motioned to let out bids for elevator maintenance contract, 2nd by Dwight Nelson. Motion carried. Focus on Energy: Jennifer will be present at July meeting. Maintenance Fund for County Owed Buildings: Vendor list shared. John Patcle will present this possibility to Department Heads.
