HomeMy WebLinkAboutPub Prop April 11, 2012PUBLIC PROPERTY/TECHNOLOGY COMMITTEE MINUTES April 11, 2012 The Public Property/Technology Committee of the Grant County Board of Supervisors met in the Grant County Administration Building, Lancaster, WI Room 266 on April 11, 2012 at 9:00 a.m. pursuant to the adjournment of the March 28, 2012 meeting. The meeting was called to order by Chair Larry Wolf. The Deputy County Clerk verified that the meeting was in compliance with the open meeting law posted in two places, published in the Lancaster Herald Independent and published on the County Web Site. The following committee members were present: Larry Wolf, John Beinborn, Lester Jantzen, and Don Splinter. Vern Lewison and Dwight Nelson were excused. John Patcle, County Board Chair and Robert Keeney 1st Vice-Chair were also present. Carol Beals arrived at 9:05 a.m. March 28, 2012 minutes correction on page 3, paragraph regarding lighting the dome. Last portion of the last sentence to be stricken “leaving the posts to be used to hold the United State Flag in each corner of the dome”; this correction made on a motion by John Beinborn, second by Donald Splinter. Motion carried. Correspondence: None Maintenance: Brenda informed the committee the softener was installed March 5 in the Courthouse, holes on courthouse lawn filled and seeded and old dead shrubs have been removed. Insurance: Nothing to report, agents unavailable Use of third floor administration building: Joyce Roling presented the employees request to use the third floor for low impact exercising. The employees already have approval for walking. Joyce discussed the liability issues with the committee as well as the possible exposure the county would have. The liability insurance company and the workers compensation company have both been contacted as well as discussion with the county’s corporation counsel regarding risk. Basically, the county needs to weigh the benefits to the risk. Joyce also discussed the possibility of painting a “track” for walking for safety purposes. The Health Insurance companies may provide pedometers, mats or water bottles to promote exercise. Committee dismissed to view the third floor at 9:25 a.m.; returned at 9:40 a.m. Donald Splinter, seconded by Carol Beals, moved to allow employees the use of the third floor to do low impact exercising before work or during breaks, such as walking, yoga, Pilates, etc., with the understanding that when a permanent use for the third floor comes up, the space will not be available. Any classes or programs after working hours must be3 approved by the committee. Motion carried. Third Floor: Equipment being stored on third floor discussed. Lester Jantzen made a motion to allow Brenda Halverson to post a list of items available to department heads in the form of an e-mail; what remains after 30 days will be made available to employees on a first come bases, 2nd by Carol Beals; motion carried. Facility Maintenance Supervisor Position: Joyce presented survey she prepared by questioning a variety of departments involved. All maintenance staff was included in this survey. Centralized budgeting and purchasing is a plus. Options discussed to allow central ordering and overall maintenance. Need a plan to prevent items from falling into cracks. Currently Linda and Nancy are watching the budget and paying bills. Burden has spilled over to current employees. One more person is needed at the Fairgrounds/Youth & Ag Building. Possibility of acquiring an Experience Works worker; this committee feels a short term fix is to employ an Experience Works worker and allow Brenda Halverson to work at the Fairgrounds/Youth & Ag Building and get one or two LTE’s in place. Long term---hire new supervisor. Recommendation made by Lester Jantzen, second by John Beinborn that the Public Property/Technology Committee feels the supervisory position be filled. Motion carried. Adjournment: John Beinborn, seconded by Lester Jantzen, made a motion to adjourn the meeting pursuant to the next meeting on May 23, 2012, at 9:00 a.m. Motion carried.
