PUBLIC PROPERTY/TECHNOLOGY COMMITTEE MINUTES
May 23, 2012
The Public Property/Technology Committee of the Grant County Board of Supervisors met in the Grant
County Administration Building, Lancaster, WI Room 266 on May 23, 2012 at 9:00 a.m. pursuant to the
adjournment of the April 11, 2012 meeting.
The meeting was called to order by Chair Larry Wolf. The County Clerk verified that the meeting was in
compliance with the open meeting law posted in two places, published in the Lancaster Herald
Independent and published on the County Web Site.
The following committee members were present: Lester Jantzen, Don Splinter, Vern Lewison, Dwight
Nelson, Robert Keeney and Vincent Loeffelholz, Carol Beals was present via a conference phone call
approved by the members. Larry Wolf, County Board Chair was also present.
Election of Officers: Vern Lewison nominated Carol Beals, she declined the position.
Lester Jantzen nominated Vince Loeffelholz
Robert Keeney nominated Dwight Nelson
Lester Jantzen moved to close nominations, seconded by Robert Keeney.
Hand vote was taken, Vince Loeffelholz received 4 votes, and Dwight Nelson received 3 votes.
Therefore, Vince Loeffelholz received the Chair position for Public Property/Technology Committee.
Vince Loeffelholz opened the nominations for Vice Chair, repeating three time s. Don Splinter
nominated Dwight Nelson. Vern Lewison seconded by Lester Jantzen, called for nominations to
be closed and elect Dwight Nelson by a unanimous vote for the position of Vice Chair. Motion
carried.
Vince Loeffelholz opened the nominations for Secretary, repeating three times. Carol Beals
nominated Lester Jantzen, Vern Lewison seconded the nomination. Robert Keeney, seconded
by Dwight Nelson, called for nominations to be closed and elect Lester Jantzen by a unanimous
vote for the position of Secretary. Motion carried.
Agenda: Vern Lewison, seconded by Don Splinter made a motion to approve the agenda. Motion
carried.
Minutes: Don Splinter, seconded by Vern Lewison, made a motion to approve the minutes of April 11,
2012. Motion carried.
Correspondence: County Clerk, Linda K. Gebhard circulated a Thank you Note from the Lancaster
Jaycees for letting them use the Courthouse Lawn for their Easter Egg Hunt.
Lancaster Historical Society: Jon Angeli and Mary Freymiller, members of the Grant County Historic
Society were present to update the committee on a study that the Historical Society had done on the
condition of the show case in the Courthouse that houses many Grant County historical items. The
study was conducted by Midwest Art Center of Minneapolis by a professional who works with many
museums across the Untied States. There are many small projects that can be done to help preserve

the quality of the items in the show case. The Grant County Historical Society would like to request that
the remaining funds that were raised by the people to restore the Blue Boy Statue be left in a special
account to be used in the future for small refurbishing projects to help preserve the Historical quality of
the items in the Courthouse and the Courthouse itself. This would be a joint arrangement between the
Grant County Historical Society and the County of Grant. Vern Lewison, seconded by Dwight Nelson
made the motion to reserve these funds for the use of historical longevity by the Grant County Historical
Society and Grant County. Motion carried.
The Grant County Historical Society group also brought up the possibility of having better signage on the
Courthouse Lawn to give a better history and description of the statues that occupy the Courthouse
Lawn. They feel this would be more helpful for tourists who visit the Courthouse and Grant County.
Jon Angeli will discuss this issue further with the City of Lancaster and be brought back to a future
committee meeting.
Jon Angeli also gave the committee highlights of the ceremony that they are planning to rededicate the
Blue Boy Statue on Memorial Day Weekend.
Courthouse Signage: Angie Day, Lancaster Chamber of Commerce was present to ask the committee if
they would extend their time limit on the signs that get approved to be displayed on the Courthouse
Lawn. Dwight Nelson, seconded by Robert Keeney, made a motion to extend the time limit of sign
displays on the Courthouse Lawn to 2 – 3 weeks (Max of 3 weeks) prior to the event and to take the
signs down immediately after the event is over (within 24 hours). The Lancaster Chamber will be
responsible for removing any garbage that has been left around the signage during the time the sign is
in place. Motion carried with Vern Lewison casting one nay vote.
Maintenance: County Clerk, Linda Gebhard gave an update of the projects that the maintenance
employees will be completing in the coming weeks.
1. A sidewalk will be installed from the Courthouse to the front parking lot for a cost of
$3,200.00.
2. Gieses will be coming to take the old flag pole and cables off the top of the dome and to
take down the old lighting cases on the Courthouse roof for a cost of $500.00. They will also
repair a damaged copper railing of the west of the Courthouse for a cost of $500.00.
3. Gieses will be repairing some of the broken window panels on the dome for a cost of
$630.00.
4. The items that were being stored on third floor have been disposed of; just a few items left
to discard.
Insurance: Marty Malloy, A.J. Gallagher & Company, stated that all was going well, no loss of
time claims, one late claim that has been resolved with no issue. Modification Ratings will be
determined next month. Grant County has one of the lowest ratings that he has worked with;
Marty has no worries that Grant County will be able to keep the same low rating. Marty would
like to hold training on heights and ladder usage within the County; he will work with Joyce
Roling and Dawn Mergen, Personnel Department on this.
Randy Peterson, TRICOR, stated that he will be looking closer into Comp and Collision Insurance
verses Self Funded for the County, possibly bringing some bids for the June Committee meeting

on what the cost would be to transfer this coverage to another company. He stated that not
many companies offer the Comp and Collision coverage. Randy stated that there are three
claims open at this time in the County, but nothing to be worried about.
Facility Maintenance Manager: No new decisions have been made on this issue. For now,
Brenda Halverson has been moved to the Youth and Ag Building leaving an Experience Works
person to do custodial work in the Administration Building. Brenda was given $1.00/hour more
to order and check supplies. Mark Udelhofen is still maintenance in the Courthouse; Brian
Heinrich is still at Youth and Ag Building along with a part time person. Sheriff Department will
handle their own maintenance workers. It was felt that the Administration Building and the
Fair/Extension do need one full time person to best serve those buildings. This issue will be
brought before the Executive Committee and will eventually be brought before the full County
Board for a decision.
IT Department Overview: Jeff Anderson, IT Director, handed out a Glossary of Technology
Terms that he feels would help the new members of the committee. He informed the
committee that the IT department services approximately 40 servers, 350 computers, 150
printers/fax machines and 7 phone systems. He explained that the Courthouse offices and Land
Conservation is a mix of State & Federal owned equipment which means the County can not
use their software on those machines. The County has to supply their own County computers
for their use with County related software.
Email for County Board Members: County would like to look into the possibility of issuing an
email address to all the board members. Each license would cost the County $43.78, total cost
to County $700.48. Robert Keeney, seconded by Vern Lewison, made a motion to bring before
the full county board to recommend that the County purchase a license for an email account
per Board Member District at the above stated costs. Motion carried.
Springbrook Update: In June 2012, Springbrook will be holding an informational meeting that
will involve a number of Counties who are experiencing problems with their software in the
Highway portion. Springbrook’s software was not complete when the system was sold to the
counties, they are paying the fees required to keep the old system software running until they
can bring their software up to date.
Adjournment: Dwight Nelson, seconded by Lester Jantzen, made a motion to adjourn pursuant
to the next meeting on Wednesday, June 27, 2012. Motion carried.
