PUBLIC PROPERTY/TECHNOLOGY COMMITTEE MINUTES
April 4, 2014
The Public Property/Technology Committee of the Grant County Board of Supervisors met in the Grant
County Administration Building, Lancaster, WI Room 266 on April 4, 2014 at 10:00 a.m. pursuant to the
adjournment of the March 13, 2014 meeting.
The meeting was called to order by Chair Vincent Loeffelholz. The County Clerk, Linda K. Gebhard
verified that the meeting was in compliance with the open meeting law posted in three places and
published on the County Web Site.
The following committee members were present: Dwight Nelson, Don Splinter, Robert Keeney, Lester
Jantzen, Vern Lewison, Carol Beals and Vincent Loeffelholz. Larry Wolf, County Board Chair was also
present.
Agenda: Dwight Nelson, seconded by Donald Splinter, made a motion to approve the amended agenda.
Motion carried.
Minutes: Lester Jantzen, seconded by Vern Lewison, made a motion to approve the minutes of March
13, 2014. Motion carried.
Courthouse Renovation: Because the bids came in higher than the original project budget estimated;
Steve Mar-Pohl and his associate were present to review the alternatives they have come up with on
work scope and material pricing to bring the project cost closer to the original project budget estimate.
Steve stated other reasons that he felt the bids came in higher were stone costs are much higher than
originally projected; inflation has added 8% since this project was started in 2013, and there was some
hazardous materials found on first floor in the walls which they were not aware of.
Steve also stated that another alternative would be to exclude the materials testing and training that
their company holds which would save $50,000.00 on the estimated project bid.
Another alternative was discussed for the moister infiltration on the foundation; only four feet below
ground level would be dug out to seal the foundation instead of digging down to the footings and
possibly using tiles and a gravel filled soil for fill. During the discussion all the committee members
agreed that the foundation was a very important part in this project and they did not want to cut costs
in that area, they felt better going down to the footing.
Steve also explained that during the project scope his goal was to use as much of the bad stone as he
could, cutting it to fit in other areas of the Courthouse were it can be reused; this would result in cost
savings during the project.
Steve was confident that because of the simple building design used in construction of the Courthouse
and how stable the structure is, he does not foresee hidden issues.
Nancy Scott was asked financial questions, she felt that the county could look into obtaining a bank loan,
or possible the project could be financed internally.

Larry Wolf brought up some concerns regarding noise by the Judges. Steve stated that they would
manage the work schedule to accommodate the court system when they were holding court.
Amy Kwallek, Lancaster Chamber of Commerce asked if the Courthouse Lawn could still be used for their
summer events. Steve stated that again, they would manage the work schedule to accommodate her
needs.
Carol Beals, seconded by Vern Lewison, made a motion to recommend to the full County Board to move
forward with the Courthouse Renovation Project with the following modifications:
1. To exclude the copper flashing which will reduce the bid amount by $79,000.00;
2. To exclude the replacement of the brick at the base of the building reducing the cost by
$131,300.00;
3. To include a material cost reduction of $131,300.00.
These modifications will bring the total cost of the project bid to $2,022,200.00.
Motion carried unanimously.
Adjournment: Carol Beals, seconded by Dwight Nelson made a motion to adjourn the meeting. Motion
carried.
