HomeMy WebLinkAboutPub Prop March 25, 20151 PUBLIC PROPERTY COMMITTEE March 25, 2015 The Public Property Committee of the Grant County Board of Supervisors met on Wednesday, March 25, 2015 at 9:00 a.m. in Room 266 of the Administration Building, Lancaster, WI pursuant to the previous meeting of February 25, 2015. The meeting was called to order by John Beinborn, Vice Chair at 9:03 a.m., Carol Beals, Chair came shortly after the call to order. The County Clerk, Linda K. Gebhard verified that the meeting was in compliance with the open meeting law posted in three places and published on the County Web Site. Members present: Carol Beals, Dwight Nelson, Donald Splinter, Vern Lewison, Dale Hood, Lester Jantzen and John Beinborn. Robert Keeney, County Board Chair was also present. Agenda: Dale Hood, seconded by Lester Jantzen, made a motion to approve the amended agenda as written. Motion carried. Minutes: Vern Lewison, seconded by Dwight Nelson, moved to approve the February 25, 2015 minutes as written. Motion carried. Correspondence: Linda K. Gebhard, County Clerk was contacted by Marty Busch to ask for permission to use the North side of the Courthouse Lawn to hold the Summer Concerts. The first concert will be held on June 15, 2015 and every other Monday until the end of August. Donald Splinter, seconded by Dwight Nelson made a motion to give their approval to hold the Summer Concerts on the north side of the Courthouse throughout the summer months. Motion carried. Vern Lewison stated that he had gotten a call from Rep. Travis Tranel’s Office in regard to question on Governor Walkers Proposed Budget. Many other Board Members stated that they had also received a call from Travis Tranel and were pleased they were given that opportunity to voice their opinions. Insurance: Jenna Goodrich from A.J. Gallagher reported the claims had been reviewed; no open claim at this time. Jenna stated that the safety training had been conducted, there were a few recommendations given to Orchard Manor to follow. No recommendations were given to Law Enforcement, all went well. Dawn Mergen, Personnel Office accompanied the trainer during the trainings at Orchard Manor and Law Enforcement. Randy Peterson, TRICOR, was unable to attend the meeting. Brent Straka, TRICOR, the roll over process for the HRA will be starting in April, all went smoothly last year, they are anticipating the process to go well this year also. The County changed their Life Insurance carrier, they are working through the transition at this time, there have been a few stumbling blocks, but things are progressing forward. Dwight Nelson requested that the Committee start talking about hiring a consultant to help if the county deems it necessary to go out for bids on the insurances. Carol Beals directed the County Clerk, Linda K. Gebhard to add this as a line item for the April Committee meeting. Resolution opposing the Termination of the Local Government Property Insurance Fund: Carol Beals presented the resolution to the committee and asked for their recommendation. 2 Dale Hood, seconded by Vern Lewison, made a motion to recommend that Resolution 28-24 be sent on to the County Board of Supervisor for their final approval at the April County Board Meeting. Motion carried. RESOLUTION NO. #28-14 Requesting the Wisconsin Legislature to Not Allow the 2015-2017 Executive Budget to Terminate the Local Government Property Insurance Fund WHEREAS, the Local Government Property Insurance Fund (LGPIF) was established in 1911 when it was difficult for units of government to obtain reasonably priced property insurance coverage in the private sector; and WHEREAS, nine hundred and seventy entities ranging from counties, townships, villages, cities, school districts and library boards utilize this not for profit insurance fund to insure over $52 billion in assets; and WHEREAS, research into alternative insurance coverage leads Grant County to believe closure of the LGPIF would most likely result in higher premium payments and higher deductibles coupled with coverage limitations and possible exemptions; and WHEREAS, in these difficult budgetary times, when all governmental units are doing more with less, the added cost for property insurance coverage would be an undue burden and potentially reduce services to residents; and WHEREAS, the Local Government Property Insurance Fund is a self-funded program that is not supported by tax dollars. NOW THEREFORE, BE IT RESOLVED that the Grant County Board of Supervisors wishes to go on record as strongly opposing any change to the operation of the Wisconsin Local Government Property Insurance Fund. BE IT FURTHER RESOLVED that the Grant County Clerk shall forward a copy of this resolution to Grant County’s State Legislators, Governor Scott Walker and the Wisconsin Counties Association. Gebhard, County Clerk reported that all is working well in the Administration Building and Courthouse at this time; no major issues have been reported. Update on Courthouse Renovation: Robert Keeney, County Board Chair reported that the clean up was supposed to start but due to the snow storm, that time line will be delayed. The excavation will be the next step, that will start later in the spring. Structural Engineer Report: Robert Keeney stated that he had talked to the Engineer regarding the installation of a flag on the doom. The engineer stated that he had studied the blue prints, but he will 3 need to come to Grant County and inspect the dome and roof of the Courthouse to make a final decision where a flag can be installed. He stated that it looks feasible and there may be other alternative to look at in the placement of the flag. Carol Beal, Chair directed the County Clerk, Linda K. Gebhard to include this issue on the next meeting in April, hopefully the Engineer can be present at that meeting. There are many safety and structural questions that will need to be addressed before any decision is made. Courthouse Video Conferencing: Jeff Anderson, Information Technology Director, to date, no issues have been experienced. Unless any issues arise, Jeff feels the problems have been solved. John Beinborn expressed his complements to Jeff Anderson and the IT staff for sticking with this issue to finally find a solution. Helpdesk (Spiceworks) Demonstration: Jeff Anderson, Information Technology Director, gave the committee a demonstration on how the ticket system works for the employee in the Helpdesk software (Spiceworks). This software is completely free for the county to use. It is a ticketing system used by the employees to contact IT that they are experiencing computer issues. It has many other useful reporting and tracking capabilities that can also be used by the IT Department.
