PUBLIC PROPERTY/TECHNOLOGY COMMITTEE
April 27, 2016
The Public Property Committee of the Grant County Board of Supervisors met on Wednesday, April 27,
2016 at 9:00 a.m. in Room 266 of the Administration Building, Lancaster, WI pursuant to the previous
meeting of March 23, 2016.
The meeting was called to order by County Board Chair Robert Keeney at 9:00 a.m. Deputy County
Clerk, Karla K. Schwantes verified that the meeting was in compliance with the open meeting law posted
in three places and published on the County Web Site.
Members present: Robert Keeney, Dwight Nelson, Donald Splinter, Dale Hood, John Beinborn, and Carol
Beals. Dan Timmerman and Lester Jantzen had asked to be excused.
Election of Officers: Robert Keeney, County Board Chair asked for nominations to fill the Chair position.
John Beinborn nominated Carol Beals, Dwight Nelson nominated Dan Timmerman.
Dale Hood made a motion to close nominations, seconded by John Beinborn. Robert Keeney asked for a
show of hands to vote for the position of Chair of the Public Property/Technology Committee.
Results were Carol Beals received 4 votes, Dan Timmerman received 1 vote. Therefore Carol Beals was
elected as the Chair for the Public Property/Technology Committee.
Robert Keeney, County Board Chair asked for nominations to fill the Vice chair position. Carol Beals
nominated John Beinborn. Dale Hood made a motion to close nominations and cast a unanimous vote
for John Beinborn for the Vice Chair position of the Public Property/Technology Committee, seconded
by Don Splinter. Motion carried. Therefore John Beinborn was elected as the Vice Chair of the
committee.
Robert Keeney, County Board Chair asked for nominations to fill the Secretary position.
Dale Hood nominated Don Splinter, Don Splinter nominated Dwight Nelson.
John Beinborn made a motion to close nominations, seconded by Carol Beals. Robert Keeney asked for
a show of hands to vote for the position of Secretary of the Public Property/Technology Committee.
Results were Don Splinter received 3 votes, Dwight Nelson received 2 votes. Therefore Don Splinter was
elected as Secretary for the Public Property/Technology Committee.
Agenda: Dale Hood, seconded by Don Splinter, made a motion to approve the amended agenda as
written. Motion carried.
Minutes: Dwight Nelson, seconded by John Beinborn, moved to approve the minutes of March 23,
2016 as written. Motion carried.
Correspondence: Amy Bell Kwallek, Lancaster Chamber of Commerce asked permission to use the
Courthouse Lawn to display banners for some events. Amy’s last day as the head of the Lancaster
Chamber of Commerce will be April 28, the committee had no problem approving the requests but
wanted to make sure the next Director of the Chamber of Commerce was aware of the protocol in
receiving the approval from the Public Property/Technology Committee to place the banners on the
Courthouse Lawn.

Don Splinter, seconded by Dwight Nelson, made a motion to give the Lancaster Chamber of Commerce
permission to display banners on the Courthouse Lawn for the following events:
Brews and Blues – June 1 – 18
Night on the Square – two weeks prior to July 21
Deals and Steals – two weeks prior to August 12
Santa at the Courthouse – December 3 & 10
Motion carried.
Maintenance: Mark Udelhofen reported on the Courthouse roof and dome. Giese Roofing from
Dubuque, IA submitted an invoice of items which will need repair as follows:
Hole in copper $30.00
Lower Scupper $330.00
Recaulk screw heads all over $290.00
Clean caulk and solder cornice overhang $320.00
Patch hole in copper (solder) $80.00
Hole in copper $30.00
Lap seal screw holes in EPDM all over $200.00
Repair leak on coping (copper) $160.00
Caulk and rivet seams in copper (36) $380.00
Caulk three (3) window tops on dome $2,640.00
Caulk five (5) remaining window tops on dome $4,080.00
Total of Quote $8,540.00
Mark stated these quotes are not a surprise; there have been leaks when it rains he knew there were
some issues with the roof. Giese has completed minor repairs through the years; the roof has not had
any major repair for at least 17 years. This issue has been discussed throughout the years but no action
was formally taken toward more major repairs. Robert Keeney stated there are funds available for
outside repairs such as these. The quote given by Giese is mainly for a quick fix to stop the leakage. The
committee agreed that while Giese was up on the roof doing these minor repairs they should complete
a thorough assessment of the problems in the roof and dome and submit that quote to the County for a
more substantial repair. The rubber roof has settled to the point where the water is sitting in the
valleys not able to run off. There is a large amount of patch work needed on all the caulking on the
outside of the dome.
The committee agreed this issue should be re-visited during the 2017 budget process to see if funds can
be set aside for future repairs to the rubber roof and copper on the dome, at that time we will also have
the quote from Giese on what these repairs will cost.
Don Splinter, seconded by John Beinborn, made a motion to go ahead with the repairs stated by Giese
to fix the leakage issue in the Courthouse roof using funds available in the outside maintenance account.
Motion carried.
The committee asked Robert Keeney what the status of installing a flag was. Randy Oyen has been
working with the design the engineers had drawn up. Randy went to the top of the dome so he could
see how the upper dome was supported according to the blue prints. Randy was going to start working
on the design hoping to compete this project by the 4th of July. Robert Keeney has looked into renting a
crane which may be necessary to complete this project.

The committee asked this issue be brought back at the next committee meeting; at that time we will
have more information.
The issue regarding Judge Van de Hey’s Courtroom repairing the plaster on the pillars. It was decided by
the committee this issue should not be pursued until the roof was fixed to repair the leakage.
Terry Clark reported on the Administration Building. There are some issues with the window in the front
of the building with the stress from the vibration from traffic around the square this is shaking the
windows shifting them out of the rims. This is tempered glass which will need a professional to remedy
this issue. Terry has talked to Charlie Kuenster in town who repairs windows and also called a company
in Dubuque to have them look at the windows. The committee wondered if the city would be looking
into the traffic flow on the square again; at this time, there is no further plans for the City of Lancaster
to change to flow of traffic on the square which could help cut down the flow of the traffic, the city may
re-visit this issue in the future.
Insurance: Randy Peterson, TRICOR, reported on the Travelers property and liability, claims have been
very light all is going well, he had nothing major to report. Going forward, Brent Straka will be reporting
directly to the Executive Committee regarding Work Comp with Liberty and Health Insurance items.
Corporation Counsel Internet: Robert Keeney stated there was a problem with the internet connections
in the Corporation Counsels office; they continually are being kicked out. Jeff Anderson addressed the
committee stating he had never been contacted there was an issue, now that he knows the issue Jeff
will look into it.
Secure Email: Jeff Anderson stated that they have been looking into this but has not been able to
complete this for the county. The Health Department helped purchase the software for the secure
email a couple years ago, but nothing has been implemented. At this time, no department has secure
email. Jeff stated this process will take the installation of the software and possible some hardware; the
present email server has been in place since 2008. Jeff stated he would like to upgrade the old server
creating a new virtual server before he started to install secure email software. He stated other
priorities have taken them away from completing this process. The process is very complex not to lose
any emails in the process and the time frame to work on this not to disrupt the departments. Jeff has no
time frame at this time to complete this issue. Carol asked if an intern could be used, she suggested Jeff
may have to look into this, she would send Jeff an email on a Madison based school specializing in
computers.
IT Update: Jeff shared his Department Report with the committee. He reported they have been having
trouble with the radio link between ADRC, Social Services and Orchard Manor. IT will need to install a
brand new radio system which will be fiber based which will cost $10,000.00 which is not in the budget.
Jeff is hoping to use carry over money at the end of the year to complete this installation. The old radios
will be sent back to the company, the cost will be reimbursed from those because they were not
working properly for the county. Carol Beals asked Jeff is he has asked for additional funds from
Orchard Manor, ADRC or Social Services to help remedy this issue sooner than at the end of the year.
Jeff stated he has not approached them in regard to this issue. He usually has additional funds built into
his budget, but this year he did not have the opportunity to have those extra funds.
Robert Keeney asked is there other options now that Fiber Optic was being installed in this area through
TDS. Jeff stated those building are not in the area these new installations are being installed, no other
vendors are installing any connections at this time in that area for higher speed internet.

Carol Beals stated that may be a valid point to bring up when deciding where to build new facilities in
that area for the Master Plan if there are no companies bringing in better internet connections to that
area. This should be brought up in the conversations to future reference. Jeff has tried to
communicate with TDS for pricing to connect with them for ADRC, Orchard Manor and Social Services
but to date has not heard back from them. Dwight Nelson also stated Conservation, Sanitation and
Zoning building was also having computer issues. There seems to be no communications regarding a
grid with the company that is in this area laying the fiber wire.
Jeff understands the importance of a faster internet connection at ADRC, Orchard Manor and Social
Services but there does not seem to be a good solution except to install a new radio system but that will
take time.
Public Comments: Robert Keeney stated he had talked to Shannon Brown, CAD Agent before he left on
suggestions for the CGI Presentation the county has agreed to renew after six years. Robert has some
ideas also to include in the presentation. Robert would like this item to be included on the agenda for
this issue on the May meeting so they could discuss ideas and who would be willing to help on this
project. Robert will take the lead for now.
