August 24, 2016
The Public Property Committee of the Grant County Board of Supervisors met on Wednesday, August
24, 2016 at 9:00 a.m. in Room 266 of the Administration Building, Lancaster, WI pursuant to the
previous meeting of July 27, 2016.
The meeting was called to order by Chair Carol Beals at 9:00 a.m. County Clerk, Linda K. Gebhard
verified that the meeting was in compliance with the open meeting law posted in three places and
published on the County Web Site.
Members present: Carol Beals, Dwight Nelson, Donald Splinter, Dale Hood, Lester Jantzen, John
Beinborn, and Dan Timmerman. Robert Keeney, Joyce Roling, Mark Udelhofen and Terry Clark were
also present. Randy Peterson, TRICOR was unable to attend.
Agenda: Dwight Nelson, seconded by John Beinborn, made a motion to approve the agenda as written.
Motion carried.
Minutes: Don Splinter, seconded by Lester Jantzen, moved to approve the minutes of July 27, 2016 as
written. Motion carried.
Correspondence: Lancaster Chamber of Commerce Directory Heather Bontreger asked permission to
place signs for the Fly in Drive in Breakfast on September 18, 2016 and Harvest Festival Parade Event on
October 1, 2016 two weeks prior to the events.
Don Splinter, seconded by Dan Timmerman, made a motion to approve this request for the Lancaster
Chamber of Commerce. Motion carried.
Maintenance: Mark Udelhofen, Courthouse Maintenance, reported after Gieses from Dubuque, IA
sealed the dome there have been no leakage even when there was a very heavy rain.
Terry Clark, Administration Building Maintenance, reported the County Clerk had contacted Dave
Reynolds from Dubuque to inspect the tile floors in the Administration Building do see if his company
could clean the grout. He would come and look at them when he was in the area.
Insurance: Randy Peterson, TRICOR, was unable to attend the meeting.
2017 Public Property requests:
Facility Dude: Robert Keeney, County Board Chair updated the committee on the audits completed by
EMG. Those reports were reviewed by all the Department Heads and sent on to Facility Dude. Training
for Capital Forecasting will be planned by Facility Dude in August for the Department Heads and Finance;
second training would be with the maintenance personnel. Lag time in the scheduling of all these
events and the distance these companies are from has added to the extended time for this issue.
Courthouse Flag: Stephen Mar-Pohl, AIA, NCARB has completed all the paperwork and has submitted
to the Wisconsin Historical Society for their stamp of approval for this project; no problems in getting
their approval is foreseen. There has been some communication with Robert Keeney from a resident
who would like to donate whatever the cost is to complete this project; they will be looking into legal
counsel so the money is available when this project can go forward.
CGI Update: CGI is a New York based company; the script has been written. The filming will begin in
August at the Grant County Fair. Some of the topics they will be interested in shooting will including
scenery, heath care, county events, construction of local schools, tourism, quality of life, and education.
Supervisor John Beinborn has offered to ride along with the group to help on the filming.
IT Update: Jeff Anderson, Information Technology Director updated the committee on adding Social
Services to the County domain. There are still some issues with this, may be through the state
connection.
Law Enforcement is still doing training for the switchover to the new software. The phone system and
911 was supposed to be live at the end of May; IT is still waiting on the phone company to implement
this project.
Closed session per state statute 19.85 (1)(c) considering employment, promotion,
compensation or performance evaluation data of any public employee over which the
Governmental body has jurisdiction or exercises responsibility as it relates to the performance
evaluation of the Information Technology Director: A motion was made by Don Splinter,
seconded by Dwight Nelson to go into closed session, hand count was taken resulting in a
unanimous vote. Therefore motion carried.
Return to Open Session: Dwight Nelson made a motion seconded by Lester Jantzen to come out
of closed session.
Public Comment: None
Adjournment pursuant to August 24, 2016: Dwight Nelson, seconded by John Beinborn, made a
motion to adjourn pursuant to the next meeting on Wednesday, August 24, 2016 at 9:00 a.m. Motion
carried.
