PUBLIC PROPERTY/TECHNOLOGY COMMITTEE
July 26, 2017
The Public Property/Technology Committee of the Grant County Board of Supervisors met on
Wednesday, July 26, 2017 at 9:00 a.m. in Room 266 of the Administration Building, Lancaster, WI
pursuant to the previous meeting of June 30, 2017.
The meeting was called to order by Chair Carol Beals at 9:03 a.m. Linda K. Gebhard, County Clerk
verified that the meeting was in compliance with the open meeting law posted in three places and
published on the County Web Site.
Members present: Carol Beals, Dwight Nelson, Donald Splinter, Dale Hood, Lester Jantzen, John
Beinborn and Dan Timmerman were present. Also in attendance was Robert Keeney, County Board
Chair and Jeff Kindrai, Health Department.
Agenda: Lester Jantzen, seconded by Dale Hood made a motion to approve the amended agenda with
the following change, move items 8 Courthouse Maintenance and 9 Administration Maintenance after
14 IT Updates. Motion carried.
Minutes: Dwight Nelson, seconded by John Beinborn made a motion to approve the minutes of June
30, 2017 as presented. Motion carried.
Correspondence: Mark Udelhofen had been asked to put up a banner for Grant Regional Hospital for
the Night on the Square on the Courthouse lawn. They put it up at 4:00 p.m. and removed it after the
event.
Heather Bontreger, Lancaster Chamber of Commerce came before the committee to present the
project she has been working on to install lights on all the trees in the Courthouse Lawn. She is having a
consultant from Dubuque come the next day to give her an actual quote regarding the cost of this
project. The company would install the lighting, maintain it during the season, take the lighting down
and store it. In her estimation the cost may be around $1,500.00. She would like to come to the August
meeting to present the estimated cost to the County and discuss ways to fund this project. Carol Beals
stated the word Christmas should not be used but stated Holiday Lights may be more appropriate.
There was a small pause in the meeting while Dwight Nelson impressed all by killing a fly with his two
bare hands.
Rhonda Reinecke, daughter of the late Judge William (Bill) Reinecke asked if the County would accept a
bench donated from the family in honor of her father to be placed on the Courthouse Lawn. The
committee would like to accept this and gave the responsibility of placement of the bench to County
Board Chair Robert Keeney and Mark Udelhofen.
Insurance: Randy was unable to attend. He has been working on the Construction Insurance Coverages
and insurance for the Fair.
Facility Dude: Carol Beals asked for updates. The County Clerk, Linda K. Gebhard informed the
committee that the maintenance information for the Courthouse and Administration Building has been
entered into the Facility Dude software contrary to previous statements that it had not. All
maintenance job orders are entered from the beginning of the year to the current date. The
Administration Building and Courthouse were recently involved in a lighting strike; this information will
be entered as the job orders are needed per repairs.

HR and Finance Springbrook Modules: Jeff Anderson, Nancy Scott and Joyce Roling had a phone
meeting with Springbrook to discuss the needs for the software. They will reach out to Nancy Scott on
what they have available; they are expecting a new update in November 2017. Springbrook will call with
quotes when they have something available.
Jeff Anderson wondered if some training were needed for the employees, County Clerk Linda Gebhard
stated Nancy has scheduled a training that will be coming in August.
Courthouse Flag: Robert Keeney stated Randy Oyen was on vacation at this time, hoping to get working
on the flag in the next couple weeks. Robert Keeney stated there has been some discussion regarding
the newly found water damage that has affected some of the plaster in the Courthouse. They flag may
have to be on hold until the County gets a handle on this current problem.
New Building IT: The current number that was stated for technology needs for the new building is
$500,000.00. This includes wiring, phone, computer internet cable, etc. Carol Beals stated that screen
security should be talked about. The placement of the screens should be brought to attention when
installing the computer equipment so the privacy of clients will be maintained.
New Building Update: Robert Keeney reported trees are being cut on the building site, hoping
to cut ground on Monday, July 31, 2017. There was an official ground breaking ceremony held
on July 19, 2017 after the first Pre-Construction Meeting was held at the Youth and Agriculture
Building for all the contractors involved in the new facility.
The next Construction Meeting will be held on August 2, 2017 at 10:00 a.m. on the construction site and
then every other week one will be held at EPIC’s trailer for the contractor, Potter Lawson and EPIC.
Potter Lawson and Brad from EPIC will send out the information regarding the contents of these
meeting so all parties will attend that need to be.
IT Updates: Jeff Anderson, Information Technology Director updated the committee regarding the part
time position that was shared between IT and Treasurer Office. This position will not include IT going
forward. The Treasurer’s Office will take on the payroll and voucher payments for IT previously done by
the part time position. Job descriptions will be changed to reflect the changes of job duties.
This issue will further be discussed at the Executive, August 8, 2017 meeting.
Jeff stated the Air Conditioner that had been installed in the server room has paid off; when the
Administration Building lost the air handlers the air conditioner kept the server room cool to the
adequate temperature.
Jeff informed the committee that the updates on all county computer servers have now been
implemented in the software which now includes the servers which has helped because now the IT
department does not have to perform the updates manually.
Co-Locations (WINN) have now been completely installing and have gone live. They have a rack in our
server room that they pay Grant County a fee for using our space. That has worked very well.
Jeff does not have any interns at this time. One project they worked on before they were done was to
install a camera on the Administration Building to record the installation of the new flag. With all the
delays in the flag installation this has not happened; IT had hoped to use that camera on the Building

site to record the progress of the new building. The video can be installed in a raspberry pie so it can be
played on a TV or monitor.
Discussion took place if this technology could be used in the Information Center at Kieler as a promotion
for Grant County. The progress on the new facility could be shown, or it could be used to record Grant
County events to be played for tourist to watch, another suggestion would be to give directions on how
to get to upcoming events for the County. It would be a cost effective way to advertise Grant County for
tourism.
Southwest Technical College holds courses on how to operate the Raspberry pie technology and interns
could be used in the future on this project. This may be a new opportunity for Grant County to look
into. The committee discussed other groups that they could contact to help in the project; some of
those entities would be The Tourism Counsel of Grant County and Grant County Economic
Development.
Courthouse Maintenance: Robert Keeney updated the committee on the piece of plaster 10 to 15
pounds that had fallen off the ceiling in the third floor Courtroom. This was determined by Steve Mar-
Pohl Architect that water damage is the cause of this issue. Judge Van de Hey has contacted Kaiser a
Dubuque Restoration Company to come and assess the damage and determine what can be done so this
does not happen to more of the ceiling plaster. Steve Mar-Pohl stated there are other areas of the
ledge that have water damages and the whole ledge should be inspected. He is hoping to have
someone from his firm to be present when the Dubuque Company comes to assess the problems in the
Courtroom. The first concern is to make sure the dome is properly sealed so this problem does not
keep happening. There is some concern in regard to the installation of the flag. There are many factors
that need to be assessed. This could be an issue where the repair could be an ongoing status taking
place in a span of two to ten years and cost may be a factor. There is some damage to the murals also in
the Courthouse which is also a concern.
The committee felt the County should go forward to try and find out how much water damage there is.
Steve Mar-Pohl will send some people from his firm to run sound checks to find the extent of the
damage. There are other products that can be used to repair the plaster ledge that do not weigh as
much as plaster. They felt the installation of the flag should not stop; there have been too many steps
taken to go forward now. Don Splinter stated there is no way to predict the future; we need to keep
going forward and deal with what happens later.
Administration Maintenance: Linda K. Gebhard, reported there had been lighting strike damage, we are
still in the process of determining the extent of the damage done.
Public Comments: County Board Chair Robert Keeney reported that since the remodel at the
Courthouse has been completed, the first floor has stayed dry. The moisture problem has been taken
care of; that was the goal in the remodel to correct the moisture issue at the base of the Courthouse.

pursuant to the next meeting on August 23, 2017 at 9:00 a.m. Motion carried.
