PUBLIC PROPERTY/TECHNOLOGY COMMITTEE
September 27, 2017
The Public Property/Technology Committee of the Grant County Board of Supervisors met on
Wednesday, September 27, 2017 at 9:00 a.m. in Room 266 of the Administration Building, Lancaster, WI
pursuant to the previous meeting of August 23, 2017.
The meeting was called to order by Chair Carol Beals at 9:00 a.m. Linda K. Gebhard, County Clerk
verified that the meeting was in compliance with the open meeting law posted in three places and
published on the County Web Site.
Members present: Carol Beals, Dwight Nelson, Donald Splinter, Dale Hood, Lester Jantzen, John
Beinborn and Dan Timmerman were present. Also in attendance was Robert Keeney, County Board
Chair.
Agenda: Dwight Nelson, seconded by Dale Hood made a motion to approve the agenda as printed.
Motion carried.
Minutes: John Beinborn, seconded by Lester Jantzen made a motion to approve the minutes of August
23, 2017. Dale Hood asked that the kind of truck be added in the request from Emergency
Management; clerk will add “three quarter ton pickup truck/topper/slide”. Motion carried.
Correspondence: Heather Bontreger, Lancaster Chamber of Commerce was unable to attend the
committee meeting so Kyle Vesperman and Jeff Gruetzmacher updated the committee on the Christmas
lighting for the Courthouse lawn. The Chamber submitted the following list to the committee on the
projected costs:
Evergreen Tree – 90 strings of multi colored LED Christmas Lights 12’ spacing $15.99 each = $1,385.37
20 Tree Trunks – 100 strings commercial cool white LED Christmas Lights $5.99 each = $599.40
17 bushes – 34 strings commercial multi colored LED Christmas Lights $7.99 each = $271.73
Extension Cords and Timers - $419.65
Grant Total of $2,676.15
Alliant Energy has agreed to donate their time and lift to help string the evergreen tree.
Donations are being asked of the Lancaster Businesses and citizens for this project. The Chamber asked
the committee if they would donate in kind the electricity for this event. Carol Beals directed the
Chamber to come to the Grant County Board of Supervisor meeting to ask the members if they would be
interested in donating to this project or possibly sponsoring a tree for three years. The Chamber’s goal
is to raise $3,000 to $4,000 for this project.
John Beinborn , seconded by Dale Hood, made a motion that the County will supply the electricity for
the Lighting Project to the Lancaster Chamber of Commerce as an in kind donation for their Holiday
event.
Motion carried.
Insurance: Randy Peterson, TRICOR updated the committee regarding the building project, when the
County was ready to start constructing the building they would then apply Builders Risk Insurance
coverage. In review of all the workmen comp claims the company was able to reduce the Counties rate
another 2%; which gives the County a total of a 40% discount for 2018. Randy again reiterated the
County is doing an amazing job in keeping the experience modification down; it is the lowest they have
ever seen in their history.

Courthouse Maintenance: Mark Udelhofen stated there will be another tree that will have to be cut, a
maple by the Courthouse entrance is dying.
Don Splinter, seconded by Dan Timmerman, made a motion to give Mark Udelhofen permission to have
the tree cut down this fall to avoid any harmful incidents it may cause to citizens. Motion carried.
Mark also asked permission to cut some of the shrubs down that are on the corners, they seem to be a
traffic hazard. They directed him to cut them back for now; in the future if they continue to cause issue
with seeing traffic around the square, the shrubs may have to be totally disposed of.
Administration Maintenance: Terry Clark reported the Administration Building air handlers seems to be
functioning better. Since the power surge during a storm relating to lighting the air handlers have been
not functioning properly. Terry has had to contact WHV many times to help adjust the air handlers so
they work. A claim is in progress by the County Clerk to report these continued issues as they are
received and continues to receive other issues from other Departments.
Facility Dude: Robert Keeney stated the company was working individually with some of the
Departments on projects to implement their information. No formal meeting has been held to date.
Courthouse Flag: Carol Beals commented how wonderful the Courthouse looks in the evening with the
lighting in place. Randy Oyen is still hoping to install the flag this year; some of the volunteers who
were going to help in the project will not be able to do that now. Randy is still working on the
fabrication of the materials. Once he is ready a crane can be scheduled to come.
Courthouse Water Damage: No formal action has been taken to go forward with the repair on the third
floor Courtroom. The committee was holding off getting the report from InSight, they were going to
use the lift to inspect the dome to see potential areas were there may be more water damage. Until
that inspection was done, the committee did not want to go forward in repairs at this time.
HR Springbrock Modules: Jeff Anderson stated Nancy Scott and Joyce Roling were still looking into what
upgrades may be needed to implement the HR and Finance modules. They do not have any conclusive
answers from the company at this time. The upgrade and addition of the software may be put off until
2018. Chair Carol Beals asked Jeff to keep the committee updated on the progress. No costs have been
established; the County needs to establish what the current needs are at this time.
New Building Update: There has been no actual building activity yet, they are still digging and filling in
the base of the construction site for the footings. Jeff’s staff has been working on installing a trailer on
the construction site for the Law Enforcement Transition Team. They needed computers and printers
installed in the trailer so they can work on rewriting the policies for the new Law Enforcement Policies.
The system will be very different from the current way Law Enforcement handles it now. The
Department of Corrections has met with the County to outline how to proceed in the implementation it
will take to update all the policies.
Carol Beals asked if there had been a discussion with Jeff as to where all the computer ports will be
placed so confidentiality is considered within the offices. Jeff stated he would review the plans to make
sure the placement of the ports would be appropriate.
IT Updates: The Court System is updating their system, now the fingerprinting will take place in the
Courthouse. A device has been installed so fingerprinting can be done; IT needed to change the layout
in the room designated for this purpose.

Dan Timmerman asked if the internet situation has been worked on at the Youth and Ag Building. The
Internet signal was not working very well. Jeff stated they were aware of the issue and IT would be
working to correct the issue. He felt a point to point system would help; they have just not had the time
to install them.
Jeff demonstrated how the camera works that they installed on the construction site. The images can
be viewed on the County website. Jeff demonstrated to the committee how the program works so
information can be obtained regarding the construction process. The camera is installed on the 52
Building. The program is hosted through a company Jeff has worked with; it costs the County $750.00
per year for a 2 year contract. There is still a camera installed on the Administration Building recording
the Courthouse in anticipation for the installation of the flag.

pursuant to the next meeting on October 25, 2017 at 9:00 a.m. Motion carried.
