HomeMy WebLinkAbout12 SOCIAL SERVICES BOARD MINUTES 12-06-2023 2023SOCIAL SERVICES BOARD MINUTES December 6, 2023 The Grant County Department of Social Services Board meeting was called to order by Chairperson Don Splinter at 9:00 AM. Roll Call was taken with Diane Nelson, Bob Scallon, Brian Lucey, Gary Ranum, John Beinborn present. Also present Fred Naatz, Director, LeaAnne Smith, Office and Financial Coordinator (z), Robert Keeney, County Board Chairman, Garry Pluemer, Maintenance Supervisor (z), Tonya White, County Clerk (z). Excused was Adam Day. The meeting was found to be in compliance with the open meeting laws. John Beinborn made a motion to approve the change of the agenda, second by Bob Scallon motion carried. Minutes of November 1, 2023 meeting: Diane Nelson made a motion to approve the minutes; Brian Lucey seconded the motion, the motion carried. Citizen Comments- None FINANCIAL REPORTS: Summary of Vouchers: The Board reviewed the Voucher Accounts. Administrative Report: The DSS Management Report was reviewed. Training Costs October: The Board reviewed the training costs. John Beinborn made a motion to accept the reports, seconded by Bob Scallon. The motion was approved. CORRESPONDENCE: None ADMINISTRATION – GENERAL: Motion to take from the table the Request to rehire contracted Targeted Case Management position: Fred shared a report of the advantages and disadvantages of the Targeted Case Management position being a County position versus contracted. If this position was made a county it would decrease the cost by $5,000. The difference is the 7% administrative cost. Bob Keeney asked if it would remain a Targeted Case Manager or Social Worker. Fred stated it will be hired as a Social Worker with a focus on Targeted Case Management. Bob Scallon made a motion to approve the Targeted Case Manager position becoming a Grant County employee position; John Beinborn seconded the motion, the motion carried. Discussion and possible action regarding the Contracted CST position: Fred explained this position would be different as the position is not vacant. Sarah, CST worker, has been in the position for six years and would lose some of her retirement if it was made a county position. Fred stated there is also sick time she has built up and would like to see this not lost. Her vacation time she has would be paid out and would hopefully get the same amount. Fred explained it was made a contracted position, because it was originally funded through a Grant and was not sure how long the funding would last. The state has changed it over the years and it is now included in our State contract for the CST position. Fred did discuss with Sarah as to what she would lose. Fred would have to work with Joyce as to what the wage would be. The Board will not take any action for the CST position being made County. Updated Certified Social Worker Policy – Fred stated right now when a Social Services Worker starts and is not certified they have 3 years to become certified. Fred stated he would like this changed to 2 years. Brian Lucey made a motion to approve the change of the Certified Social Worker policy, second by Diane Nelson motion carried. Checking account and carryover funds for Trauma informed Care Project – Fred explained right now there is carry over money for the Trauma Informed Care training and the funding right now goes through the County system. There is uncertainty of how much they have right now to provide for the trainings next year. Fred explained the trainings they have provided and cost of the trainings. The board will not take any action. Directors Report: - Fred stated he received an email that there are some changes to the Medicaid program that will be helpful to the families we serve. Fred stated he talked to Travis at the Sheriff’s Department and he said to check with Les Mack. Fred checked with Les Mack, if he ordered a van it would be a couple of months. Fred did find a van on the car lot. ADJOURMENT- At 10:30 AM, Bob Scallon made a motion to adjourn until February 7, 2024 at 9:00 AM, which was seconded by Adam Day. The motion carried, the meeting was adjourned.
