May 11, 2023
The Opioid Settlement Task Force met on Thursday, May 11, 2023 at 2:00 p.m. at the Administration
Building, 111 S. Jefferson Street, Lancaster, WI 53813 in Room 264, Second Floor.
Those present in the room were: Robert Keeney, Gary Ranum, Jeff Kindrai, Mark Hoehne, Sheriff
Dreckman, Carol Beals, Tonya White and Holly Knapp. Those present by Zoom were: Megan Wolf,
Michelle Farrell and Jim Boebel.
The meeting was called to order at 2:02 p.m. by Robert Keeney. The County Clerk verified that the
meeting was in compliance with the open meeting law, posted in the Administration Building,
Courthouse and on the county website.
Agenda: Nate Dreckman, second by Mark Hoehne made a motion to approve the agenda. Motion
carried by voice vote.
Minutes: Robert Keeney, second by Jeff Kindrai made a motion to approve the minutes from December
2, 2022.
Discussion on Final Needs Assessment: Jeff Kindrai was surprised to see in the assessment that Grant
County ranks low in prevention. Gary Ranum noticed that stigma reduction was mentioned several
times in the assessment. The assessment also noted that a coordinator was needed but the funding for
that position is not there.
Discussion and possible action on allocation of Opioid Litigation funds: Sheriff Dreckman would like to
see an increase in counselor hours in the jail. He would also like to see some funding for provisions of
trauma for first responders.
Holly Knapp explained that the need is for treatment facilities but there is not enough funding. Unified
Community Services treatment staff would like to see support for smaller needs and living such as gas
cards, rent and daycare.
Carol Beals feels that we need to regionalize for best use of resources and that the focus should be on
short term objective and then concentrate on the bigger items.
Megan Wolf thought one of the ideas was for a website that laid out all the resources.
Mark Hoehne feels that the need is in the programs that are already in existence.
Adjournment: Gary Ranum, second by Carol Beals made a motion to adjourn until June 8, 2023 at 2:00
p.m. Motion carried by voice vote.
