(1) The treasurer of each town, city or village shall, unless exempted under sub. (2), execute and deliver to the county treasurer a bond, with sureties, to be approved, in case of a town treasurer, by the chairman of the town, and in case of a city or village treasurer by the county treasurer, conditioned for the faithful performance of the duties of the office and that the treasurer will account for and pay over according to law all taxes of any kind which are received and which are required to be paid to the county treasurer. If such bond is executed, or the condition thereof guaranteed by personal sureties, the amount of the bonds shall be double the amount of state and county taxes apportioned to the town, village or city, provided that the amount of such bond shall not Aceed the sum of $500,000. When such bond is executed, or the condition thereof guaranteed, solely by a surety company as provided in s. 632. 17(2), such bond shall be in a sum equal to the amount of such state and county taxes, provided that the amount of such bond shall not exceed the sum of $250,000. The county treasurer shall give to said town, city or village treasurer a receipt for said bond, and file and safely keep said bond in the office. (2) The treasurer of any municipality shall not be required to give such bond if the governing body thereof shall by ordinance obligate such municipality to pay, in case the treasurer thereof shall fail so to do, all taxes of any kind required by law to be paid by such treasurer to the county treasurer. Such governing body is authorized to so obligate such municipality. If the governing body of the municipality has adopted an ordinance as specified in this subsection, it may demand from its treasurer, in addition to the official bond required of all municipal treasurers, a fidelity or surety bond in an amount and upon such terms as may be determined by the governing body. Such bond shall run to the town or village board or the city council, as the case may be, and shall be delivered to the clerk of the municipality. A certified copy of such ordinance filed with the county treasurer shall be accepted by him in lieu of the bond required by subsection ( 1). Such ordinance shall remain in effect until a certified copy of its repeal shall be filed with the county clerk and the county treasurer. PA-618 (Rev. 5/81) WPB-MILWAUKEE ALL CLERKS - INSTRUCTIONS FOR THE STATEMENT OF TAXES (Read these instructions before completing the Statement of Taxes bound in your Assessment and Tax Rolls) GENERAL The Statement of Taxes bound in your Assessment Roll (PA-532) and Tax Roll (PA-632) will remain intherolls. The Statementof Taxes (PA-632A) tobe filed withthe Departmentof Revenue and with the County Clerk will be mailed to you by the Department of Revenue and when com- pleted must contain thesame information thatappearsonthe"Statementof Taxes" bound inyour Tax Roll. Complete the form in the roll, then copy the required information on tothe pre-printed forms mailed toyou. Usethelargemanilaenvelope(addressedtothe Departmentof Revenueand found inthetax roll) to mailthe white copy back tothe Departmentof Revenue. The Statementof Taxes is due back to the Department of Revenue, Bureau of Local Financial Assistance, on or before the third Monday of December. The report must be made with strictaccuracy becausethetaxesreportedareused todetermine general property tax relief for each municipality. Also, the reports are used for the purpose of administering the laws for the taxation of railroads and other public utilities and special taxes. Clerks aretherefore requested to exercise great care to makethereports correctinevery respect. Make all entries as indicated. The figures, in detail are needed for various statistical purposes and the value of the report would be greatly impaired if the details were not shown. Therearea few instances in which acityor village is locatedin morethan one county Because taxing jurisdictions (state, county, school, etc.) apportion taxes based on the percentage the equalized value of each particular "piece" is to the total value of thetaxing jurisdiction, the local clerk must levy these taxes against just the assessed value of the property in the corresponding county piece. There should be a separate calculation of mill rates and taxes for each county portion. Theclerksof theseunique municipalities will receiveapreprinted statementof taxes for each county portion. Each oneshould becompletedshowing itstaxes asapportionedandacopy sent to the respective County Clerks. INSTRUCTIONS The tax roll should be completed first, then the roll copy of the Statementof Taxesshould be filled out; and then the copies should beprepared and mailed tothe Departmentof Revenueand the County Clerk. The Statement of Taxes has two important purposes. They are: (1) to summarize all taxes and charges placed on the tax roll for collection; and (2) to enable you touniformly report for your municipality such taxes and charges to the Department of Revenue. Take a few momentsand studythe form before completing it. Notice that each page isdivided into Sections separated by heavy lines. Each Section is SPECIFICALLY INTENDED for a particular tax, special assessment or special charge. Each Section is identified by a letterof the alphabet. Each portion of a Section is identified byalinenumber, withtheexceptionof thetwelve lines for school districts. These twelvelines will be identified by aschool district code numberon the partially pre-printed copy of the Statementof Taxes mailed to you. Each column is headed by a number. These numbers are identical to the column numbers on the mill rate worksheet (PA-523), Never make entries in the shaded areas. Do notchangeanyinquirybystrikingout words, orby writinginothers. I f youarenotabsolutely certain how to enter a given tax, special assessment, or charge, please explain its nature very caref ully under the"Remarks" section (page 3) sothat the Departmentof Revenuemay reclassi fy your entry if it has not been properly classified. Sections A, Bi C, D and E should include general property taxes only. Be very careful not to enter special assessments and charges, whicn snoula be reported under Section F. General Property Taxesaretaxes levied byauniform mill rateuponthetaxablegeneral property of an entire town, villageorcity, or by auniform mill rate upon all of the property located insome portion therein, such as a school, fire, lighting, utility or sanitary district, etc., which covers only part of the municipality. NOTE: DO NOT reduce Section E bytheamount of State Tax Credits (per Sections 79.10 and 79.17, Wisconsin Statutes). The taxes reported in Section E should include all general property taxes prior to reduction by State Tax Credits. PAGE ONE - INSTRUCTIONS SECTION A (Page 1) The State tax is apportioned to your municipality each year by yourCounty Clerk on the County Clerk's Apportionment Sheet. Show this on line A-1, Column 11. SECTION B (Page 1). County taxes are also apportioned by your County Clerk. The County Clerk receives from the State the items he must apportion to your municipality under B-2 on his apportionment sheet. These are the items you must show on line B-2 of the Statement of Taxes, Column 11. You must show on line B-38, Column 11, the portion of county taxes which apply to yourentiremunicipality. On lines B-3bthrough f youmustshow any partof thecountytax which applies to only part of your municipality. If you are notsure, ask your County CIerk whichof the county tax items, if any, apply to only part of your municipality. DO NOT MOVE ITEMS FROM SECTION B ON THE COUNTY CLERK'S APPORTIONMENT SHEET TO SECTION C OF YOUR STATEMENT OF TAXES SECTION C (Page 1). Lines 4 through 8 are intended to be used forspecial purposedistricts for which a general property tax is levied using total local value of the special purpose district to compute a mill rate which is then applied to the local value of property in such special purpose districts. Such taxes should not be shown in Section F as Special Assessments. The Mill Rate Worksheet (PA-523) is designed to handle special purpose districts as part of Section C. Line C-9 is to be used by only those villages and cities which have Tax Incremental Finance Districts. Thetotal amountof taxincrementgenerated forTIF districts Isto be reported orthis line. Line C-10 is for special state trust fund loans which will now be certified to you by the Commissioner of Public Lands. Lines C-11 and C-12 contain items certified toyourmunicipality by your County Clerk. These items are municipal taxes, not county taxes. DO NOT MOVE ITEMS FROM SECTION C ON THE COUNTY CLERK'S APPORTIONMENT SHEET TO SECTION B OF YOUR STATEMENT OF TAXES. Line C-13 is for municipal taxes - items which have not been financed by other sources ofrevenue, therefore necessarily become the general property tax levy for municipal purposes inorder to make up the difference between budgeted expenditures and estimated revenues. Lines C-14 and C-15 will be discussed later under Column 13. You will haveeitheroverrun or underrun, but not both, after you have completed the extension of general property taxes on the roll. Line C-16 is the total of Columns 11,12 and 13 in Section C with the Column 13 entry being total municipal taxes actually levied. Do not total Page 1 onthis line. This section provides atotal of all general property taxes actually leviedon your tax roll. SECTION F (Page 2). Enter special assessments indicating in thespaces providedtotheleftofColumn 13 the amount of each type of assessment belonging to thetown, villageorcityandtheamount entered in thetax roll for individuals holding contractors' certificates and special assess-ment bonds. Do not confusespecial assessments withthe frequently used phrase"special taxes."For instance, in the municipality it is often said that a special tax was levied in order to build a particular bridge or to purchase a road machine. Such taxes are GENERAL taxes and should bepart of Section C. Special assessments are not based on property values and are imposed on only some, notall,parcels of real estate within a jurisdiction, normally to defray thecost of capital improvements tothose parcels such as pavements, sidewalks, sewers, drains, etc. These improvements arepresumed to benefit the public and are of special benefit to such parcels of property. SECTION G (Page 2). This entry should represent the amount of charges which consumers have failedtopay and which arecarriedintothetax roll forcollection. Taxleviestopay for hydrantrental or any water service to be paid by the municipality either to a private or municipal plantshould be part of the tax on C-13. Amounts to be entered for sewers are only delinquent sewerservice charges authorized by Section 66.076(4) (7), Wisconsin Statutes. SECTION G (1) (Page 2). All omitted property taxes from previousyear(s) should be recordedhere. Show gross taxes before tax credits are deducted. SECTION H (Page 2). Opposite "Woodland Tax Lands"enterthe woodland tax land acres andthe woodland tax. Woodland Tax Law acres enteredpriorto January 1,1977 aretobetaxed at20¢per acre. Woodland Tax Law acres entered or renewed after December 31,1976 are to be taxed at 40¢ per acre. SECTION I (Page 2). Opposite "Forest Crop Taxes," enter acres and taxes for each class andenter the total taxes for all classes in Column 13. Private Forest Crop Lands* entered underregular classification are taxed at 10¢ per acre, or 20¢ per acre if such acreage is underDepartment of Natural Resources order of entry dated after December 31,1971. Special Private Forest Crop Lands are taxed at 20¢ per acre. * Private Forest Crop Lands entered by private owners must be assessed by municipal assessors, but these values are used only in case the lands are later withdrawn.
