(2), execute and deliver to the county treasurer a bond, with sureties, to be approved, in case of a town treasurer, by the chairman of the town, and in case of a city or village treasurer by the county treasurer, conditioned for the faithful performance of the duties of the office and that the treasurer will account for and pay over according to law all taxes of any kind which are rece,-ed and which are required to be paid to the county 1.·easurer. If such bond is executed, or the condition thereof guaranteed by personal sureties, the amount of the bonds shall be double the amount of state and county taxes apportioned to the town. village or city, provided thal the amount of such bond shall not exceed the sum of $500,000. When such bond is executed, or the condition thereof guaranteed, solely by a surety company as provided in s. 632. 17(2), such bond shall be in a sum equal to the amount of such state and county taxes, provided that the amount of such bond shall not exceed the sum of $250,000. The county treasurer shall give to said town, city or village treasurer a receipt for said bond, and file and safely keep said bond in the office. (2) The treasurer of any municipality shall not be required to give such bond if the governing body thereof shall by ordinance obligate such municipality to pay, in case the treasurer thereof shall fait so to do, all taxes of any kind required by law to be paid by such treasurer to the county treasurer. Such governing body is authorized to so obligate such municipality. If the governing body of the municipality has adopted an ordinance as specified in this subsection. it may demand from its treasurer. in addition to the official bond required of all municipal treasurers, a fidelity or surety bond in an amount and upon such terms as may be determined by the governing body. Such bond shall run to the town or village board or the city council, as the case may be. and shall be delivered to the clerk of the municipality. A certified copy of such ordinance filed with the county treasurer shall be accepted by him in lieu of the bond required by subsection ( 1). Such ordinance shall remain in effect until a certified copy of its repeal shall be filed with the county clerk and the county treasurer. The Statement of Taxes (PA-632A) to be filed with the Department of Revenue and with the County Clerk will be mailed to you by the Depanment of Revenue and when completed must contain the same information that appears on the "Statement of Taxes" bound in your Tax Roll. Complete the formin the roll, then copy the required information onto the pre-printed forms mailed to you. An envelope for mailing the white copy of the Statement of Taxes to the Depart- ment of Revenue will be included with the pre-printed form. The Statement of Taxesis due back to the Department of Revenue, Bureau of Local Financial Assistance, on or before the third Monday of December. NOTE: DO NOT COMPLETE ANY STATEMENT OF TAXES UNTIL TAX ROLL IS COMPLETELY FINISHED. YOU MUST KNOW THE TOTAL TAX ROLL AMOUNT INCLUDING ANY OVERRUN OR UNDERRUN BEFORE FILLING OUTTHE STATEMENT OF TAXES. The report must be macie with strict accuracy because the taxes reported are usedto determine general property tax relief for each municipality. Also, the reports are used for the purpose of administering the laws for the taxation of railroads and other public utilities and special taxes. Clerks are, therefore, requested to exercise greatcare to make the reports correct in every respect. Make all entries as indicated. The figures, in detail, are needed for various statisticalpurposes and the value of the repon would be greatly impaired if the details were notshown. There are a few instances in which a city or village is located in more than onecounty. Because taxing jurisdictions (state, county, school, etc.) apportion taxes based on the percentage the equalized value of each panicular "piece" is to the total valueof the taxing jurisdiction, the local clerk must levy these taxes against just the assessedvalue of the property in the corresponding county piece. There should be a separatecalculation of mill rates and taxes for each county portion. The clerks of these uniquemunicipalities will receive a pre-printed statement of taxes for each county portion.Each one should be completed showing its taxes as apportioned and a copy sent to the respective County Clerks. INSTRUCTIONS The tax roll should be completed first; then the roll copy of the Statement of Taxes should be filled out; and then the copies should be prepared and mailed to the Depart- kent of Revenue and the County Clerk. The Statement of Taxes has two importantpurposes. They are: (1) to summarize all taxes ancl charges placed on the tax roll for collection, and (2) to enable you to uniformly report for your municipality such taxes and charges to the Department of Revenue. Take a few moments to study the form before completing it. Notice that each page is divided into Sections separated by heavy lines. Each Section is SPECIFICALLY INTENDED for a Particular tax, special assessment or special charge. Each Section isidentified by a letter of the alphabet. Each portion of a Section is identified by a line number, with the exception of the twelve lines for school districts. These twelve lines will be identified by the school district code number on the partially pre-printed copy of the Statement of Taxes mailed to you. Each column is headed by a number. These numbers are identical to the column numbers on the mill rate worksheet (PA-623). Never make entries in the shaded areas. Do not cha(,ge any inquiry by striking out words, or by writing in others. If you are not absoluteIV certain how to enter a given tax, special assessment or charge, please explain its nature very carefully under the "Remarks" section (page 3) sO the Depart-ment of Revenue may reclassify your entry if it has not been properly classified. Sections A, B, C, D and E should include general property taxes only. Be very careful not to enter special assessments and charges, which should be reported under Section F. General Property Taxes are taxes levied by a uniform mill rate upon the taxable general property of an entire town, village or city, or by a uniform mill rate upon all of the property located in some portion therein, such as a school, fire, lighting, utility or sanitary district, etc., which covers only part of the municipality. NOTE: DO NOT reduce Section E by the amount of State Tax Credits (per Section 79.10, Wisconsin Statutes). The taxes reported in Section E should include all general property taxes prior to reduction by Wisconsin State Property Tax Relief. PAGE ONE - INSTRUCTIONS SECTION A (Page 1). The State tax is apportioned to your municipality each year by your County Clerk on the County Clerk's Apportionment Sheet. Show this on line A-1. Column 11. SECTION B (Page 1). County Taxes are also apportioned by your County Clerk. The County Clerk receives from the State the items he/she must apportion to your munici- pality under B-2 on the apportionment sheet. These are the items you must show on line B-2 of the Statement of Taxes, Column 11. You must show on line 8-38, Column 11. the ponion of county taxes' which apply to your entire municipality. On lines 8-36 through f you must show any part of the county tax which applies to only part of your municipality. If you are not sure, ask your County Clerk which of the countytax items, if any, apply to only part of your municipality. DO NOT MOVE ITEMS FROM SECTION B ON THE COUNTY CLERK'S APPORTIONMENT SHEET TO SECTION C OF YOUR STATEMENT OF TAXES. SECTION C (Page 1). Lines 4 through 8 are intended to be used for special purpose districts for which a general property tax is levied using total local value of the special purpose district to compute a mill rate which iS then applied to the local value of property in such special purpose districts. Such taxes should not be shown in Section Fas Special Assessments. The Mill Rate Worksheet (PA-623) is designed to handle special purpose districts as part of Section C. Line 09 is to be used by only those villages and cities which have Tax Incremental Finance District. The total amount of tax increment generated for T IF districts is to be reported on this line. Line C-10 is for special state trust fund loans which will now be certified to you by the Commissioner of Public Lands. ALL CLERKS - INSTRUCTIONS FOR THE STATEMENT OF TAXES (Read these instructions before completing the Statement of Taxes bound in your Assessment and Tax Rolls) Lines C-11 and C-12 contain items certified to your municipality by your County Clerk. These items are municipal taxes, not county taxes. DO NOT MOVE ITEMS FROM SECTION C ON THE COUNTY CLERK'S APPORTIONMENT SHEET TO SECTION B OF YOUR STATEMENT OF TAXES. Line 013 are municipal taxes-items which have not been financed by other sources of revenue, therefore necessarily become the general property tax levy for municipal purposes in order to make up the difference between budgeted expenditures and esti- mated revenues. Lines 014 and 015 will be discussed later under Column 13. You will have either overrun or underrun, but not both, after you have completed the extension of general property taxes on the roll. Line C-16 is the total of Columns 11,12 and 13 in Section C with the column 13 entry being total municipal taxes actually levied. Do not total page 1 on this line. Line 016 is meant to show totals for Section C only. COLUMN 2 (Page 1 ). Space is provided for you to enter the names of metropolitan sewer, sanitary and "Public Lake" districts (on lines 4 through 6C), and to identify other special purpose districts, such as a lighting district, which may be located in your municipality (on lines 7a through 8b). Line 9 is reserved for villages and cities in which there is a Tax Incremental Finance District. On lines 3b through 3f. you are able to identify those portions of the county tax (B-3 on the apponionment sheet) which apply only to a part of your municipality. An example might be a special (handicapped) education tax. Because one school district in your municipality may provide such a service and the second school district doesn't, the county tax for special education is to be levied only over the area of your town contained in the second school district and it is a county tax, not a school tax. COLUMN 5 (Page 1). Enter the local value of property in any special district identi- fied by you on lines 3b through 8b. Such special purpose districts will contain less local value than the municipality as a whole. COLUMN 11 (Page 1). Enter the taxes apportioned and certified to you by your County Clerk, the Commissioner of Public Lands, bv clerks of a Metropolitan Sa,verageDistrict Commission, Sanitary District Board, other special purpose districts or as determined necessary from the municipal budget document (i.e. if expenditures exceed revenues in that budget, the difference becomes the municipal tax levy). COLUMN 12 (Page 1, Line 13). Enter amounts of surplus funds ("cash'0) used to reduce taxes. CAUTION. Surplus funds ("cash") must be used to reduce the municipal taxes. If the amount of surplus funds ("cash") is greater than the amount of the tax levy for municipal purposes. or if no municipal tax is levied, a negative dollar amount is entered on Line 13, Column 13. When calculating tax rates, a negative municipal tax rate is calculated and combined with all the other tax rates which will serve to reduce the total combined taxes shown in Section E. The amounts levied for other tax- ing jurisdictions will then be shown as they were apportioned. School taxes should only be reduced as a last resort. COLUMN 13 (Page 1). This column shows the amounts of taxes actually levied and extended on the tax roll for the various taxing jurisdictions. Column 11 minus Column 12 = Column 13. OVERRUN - UNDERRUN - This is the difference between the total gross taxes intended to be collected through the tax roll and the actual total of all the individual tax liabilities (prior to tax credit). An actual tax roll total of more than the total of the gross taxes intended to be collected would mean an overrun. This difference would be entered on line C-14. An actual tax roll total of less than the total of the gross taxes intended to be collected would mean an underrun and would be entered on line C.15. Report total overrun/underrun on one of these lines anct do not divide it between the various state, county, school, etc. taxes. If you use combined mill rates you will not know which tax caused the overrun/underrun. These entries apply to gross taxes only and should not reflect tax credit underrun or overrun. COLUMN 14 (Page 1). You may enter the various mill rates. Notice some lines are shaded because any mill rate entered would only be an average mill rate and actually would not apply to any portion of the municipality. PAGE TWO . INSTRUCTIONS SECTION D (Page 2). This section provides a summary of school district taxes. SECTION E (Page 2). This section provides a total of all general property taxes actually levied on your tax roll. SECTION F (Page 2). Enter special assessments indicating in the spaces provided to the left of Column 13 the amount of each type of assessment belonging to the town, village or city and the amount entered in the tax roll for individuals holding contrac- tors' certificates and special assessment bonds. Do not confuse special assessments with the frequently used phrase "special taxes." For instance, in the municipality it is often said that a special tax was levied in order to build a particular bridge or to purchase a road machine. Such taxes are GENERAL taxes and should be part of Section C. Special assessments are not based on property values and are imposed on only some, not all, parcels of real estate within a jurisdiction, normally to defray the cost of capi- tai improvements to those parcels such as pavements, sidewal!9, sewers, drains, etc. These improvements are presumed to benefit the public and are of special benefit to such parcels of property. Special charges are for some special service (such as cleaning snow off sidewalks or cutting weeds) performed for the owners of property. These charges may be thought of as service fees collected on the tax roll. Line F-14-Other will also be used for report- ing the special penalties (if any) imposed against real estate and/or personal property manufacturing property owners. NOTE: There is a schedule on page 3 which can be used to itemize entries for lines F10 and F14. FORM PA- 618 (REV. 6/83) SECTION G (Page 2). This entry should represent the amount of charges whichconsumers have failed to pay and which are carried into the tax roll for collection. Tax levies to pay for hydrant rental or any water service to be paid by the municipality either to a private or municipal plant should be part of the tax on 013. Amounts tobe entered for sewers are only delinquent sewer service charges authorized by Section66.076 (4) (7) Wisconsin Statutes. SECTION G (1) (Page 2). All omitted property taxes from previous years(s) should be recorded here. Show gross taxes before tax credits are deducted. SECTION H (Page 2). Opposite"Woodland Tax Lands" enter the woodland tax land acres and the woodland tax. Woodland Tax Law acres entered prior to January 1,1977 are to be taxed at 20¢ per acre. Woodland Tax Law acres entered or renewed after December 31, 1976 are to be taxed at $1.49 per acre. SECTION I (Page 2). Opposite "Forest Crop Taxes" enter acres and taxes for eachclass and enter the total taxes for all classes in Column 13. Private Forest Crop Lands* entered under regular classification are taxed at 10¢ per acre, or 74¢ per acre if such acreage is under Depanment of Natural Resources order of entry dated after December31,1971. Special Private Forest Crop Lands are taxes at 20¢ per acre.'Private Forest Crop Lands entered by private owners must be assessed by munici- pal assessors, but these values are used only in case the lands are later withdrawn. Do not enter contributions received from the State in the form of state aids under the heading "Forest Crop Taxes."SECTION J (Page 2). Occupational Taxes - Enter the applicable number of mink farms, bee colonies, tons or bushels. These can be obtained from the assessment roll.Enter the taxes in Column 13. These can be obtained from the tax roll. The number(s) multiplied by the tax per unit should equal the entry in Column 13.SECTION K (Page 2). Please show total, this must be the total taxes on the tax roll.COLUMN 2 (Page 2) Section D. Enter the names of elementary district(s) (if any) and district(s) operating high schools on the first set of seven lines, the Union HighSchool District(s) (if any) on the next set of two lines and vocational district(s) on the last set of three lines. IT IS SUGGESTED THAT YOU ENTER SCHOOL DISTRICTS IN THE SAME ORDER AS THEY WERE PRE-PRINTED BY THE DEPARTMENT OF REVENUE ON THE PRIOR YEAR'S STATEMENT OF TAXES OR ON THIS YEAR'S STATEMENT OF ASSESSMENT. This should aid you in reporting schooltaxes to the Department for the proper school district. In the past, school districtdata was reported to the Department erroneously because clerks have arranged schooldistricts in a different order on their roll copy of the Statement than they are pre- printed on the copy of the Statement of Taxes mailed to you in December. Data wasthen copied and reported erroneously. COLUMN 8 (Page 2) Section D. Enter school tax certified to you by each school district clerk. COLUMN 9 (Page 2) Section D. Enter amounts of school district state trust fundloans (if any) certified to you by school district clerks. This item should be stated separately on the school districts certification to you. This item should not be com-bined with school tax. It should be stated separately in Column 9. COLUMN 12 (Page 2) Section D. The practice of reducing certified school taxes isdiscouraged (see earlier comment under Column 12, Page 1).COLUMN 13 (Page 2) Section D.
