Board Minutes
August 20, 2025
The meeting was called to order by Committee Chair Gary Kjos at 9:00 a.m.
Attendance: Vicki Hirsch, Mark Stead, Lori Reid, Lester Jantzen, Gary Kjos, Valerie Bailey, Mary Lou
Bausch, Robert Keeney, Nate Dreckman, Tonya White and Della McCarville. Kathy Kopp asked to be
excused.
Compliance with Open Meeting Law: It was noted the meeting was in compliance with the open
meeting law, posted on the county website, in the Administration Building, CSB, in the newspaper
and sent to the radio station.
Agenda Approval: Lester Jantzen, seconded by Valerie Bailey made a motion to approve the
agenda. Motion carried by voice vote.
Approval of Minutes: Valerie Bailey, seconded by Mary Lou Bausch made a motion to approve the
minutes from the June 18, 2025. Motion carried by voice vote.
Public Comment/Communication: There were no public comments or communications.
Advocacy reports or activities: The Alzheimer’s Family Care support program legislation was passed
and signed by the Governor. OAA (Older Americans Act) has been introduced to the Senate and
forwarded on to the committee. Lori Reid encouraged committee members to contact Federal
legislators regarding the OAA.
ADRC Regional Board Meeting report: The ADRC Regional Board has officially dissolved as of its
last meeting.
Upcoming events: A list of upcoming events was distributed. ADRC will have the bus on display at
the Orchard Manor car show.
ADRC Resolution to Dissolve Regional ADRC and Become a Single County ADRC update: The
grant application has been submitted. Lori Reid will be meeting with the program coordinator to
review the application. The budget will be revised to include the additional $10,000 allocation.
Dementia Care Specialist position – new position due to Regional ADRC dissolution: The state will
fund a half-time person. Iowa, Grant and Lafayette Counties are interested in sharing the position.
This position will require Medicaid billing time reporting; those expenses can be recouped. The
position will need to be placed on Grant County’s salary schedule.
Transportation Programming – Find Your Own Driver, Bus, Taxi, Wheel Chair Van: A grant will be
written this fall utilizing Transportation Trust Fund money to replace a vehicle. ADRC would like to
start a pilot program for Find Your Own Driver. The program would be modeled after the caregiver
program. Participants would find their own driver to transport them to medical appointments, with
reimbursement at $0.24 per mile, with reimbursement kept under $600. Eligibility criteria would be
established, and participation could be capped due to limited resources.
Approval of Vouchers: Vicki Hirsch, seconded by Valerie Bailey made a motion to approve the
vouchers. Motion carried by voice vote.
Financial Report: Vicki Hirsch, seconded by Mary Lou Bausch made a motion to approve the
financial report. Motion carried by voice vote.
Reports
ADRC Director report: The grant application has been completed and submitted to the state. Work
is underway for the transition to becoming independent. The 2026 budget process has begun, and
the 2025 GWAR budget is due by the end of the week.
Funding for the 5310 (DOT) Grant was revised for Orchard Manor, as they are in need of a new bus.
ADRC has been assisting Emergency Management with flooding issues affecting elderly residents.
Staff attended the fair, which had strong attendance.
Elderfest registration has been sent to vendors. The Health Department will provide vaccinations
and the Sheriff’s Office will host a drug take back clinic.
ADRC will participate in the Orchard Manor Car Show on September 12, 2025.
ADRC Program report: Staff are working with a new database and piloting time/task tracking
features. Additional ARPA funds remain for caregiver support and must be spent by the end of
September.
Convene to closed session pursuant to Wis. Stat. sec 19.85(1)(c) considering employment,
promotion, compensation or performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises responsibility as it relates to the
performance review discussion of the ADRC Director: Mark Stead, second by Lester Jantzen
made a motion to convene to closed session. A roll call vote was taken with six (6) Yes, one (1)
excused (Kopp) therefore motion carried.
Return to Open Session: Lester Jantzen, seconded by Mark Stead made a motion to return to open
session. Motion carried by voice vote.
Adjournment: Mark Stead, seconded by Lester Jantzen made a motion to adjourn. Motion carried
by voice vote.
