September 11th, 2025
The Health and Human Services Committee met on Thursday, September 11th, 2025 at the Grant County Administration Building 111 S Jefferson St, Lancaster, WI 53813 in the Grant County
Board room.
The meeting was called to order at 5:00 p.m. by Chair Gary Ranum.
Members present: Gary Ranum, Diane Nelson, Rick Sanson, Carol Beals, John Beinborn.
Members Absent: Holly Muench, Rich Dyanchand, Neil Martin
Department of Social Services - CeCe Fishnick, Director; LeaAnne Smith, Office & Financial Coordinator.
Others Present: Nate Dreckman, County Administrator, Robert Keeney, County Board Chairman.
Health Department - Kessa Klaas, Health Officer; Jamie Kreul.
Absent: Kim Moore, Assistant Director.
The meeting was found to be in compliance with the open meeting laws. John Beinborn made a motion to approve the agenda, seconded by Carol Beals, motion carried.
Health and Human Services Minutes August 14th, 2025: Rick Sanson made a motion to approve the Health and Human Services minutes; Diane Nelson seconded the motion, the motion carried.
Public Comments- None
HEALTH DEPARTMENT FINANCIAL REPORTS:
VOUCHERS: The Board reviewed the vouchers. Diane Nelson made a motion to approve the vouchers, seconded by Rick Sanson, motion carried.
MONTHLY FINANCIAL REPORT: The Board reviewed the monthly financial report. John Beinborn made a motion to accept the monthly financial report, seconded by Rick Sanson, motion carried.
SEMINARS AND TRAINING COSTS: The Board reviewed the seminar and training costs. Board accepted the Seminars and Training report as informational.
Review and approve the following policies: Orientation, Contract and Payroll
Kessa stated the policies are the last policies to come out of the Hospice survey and need to be completed before the Home Care Survey in February. Additions and changes were discussed.
Kessa stated she will be working with Human Resources on some of the wording. Rick Sanson made a motion to approve the Orientation, Contract and Payroll Policy pending review with
Human Resources, seconded by Diane Nelson, motion carried.
140 Review discussion
Kessa stated the 140 review is the Public Health review that happens every 5 years. Members of the DHS staff and Health Department meet and ask questions based off the level of the Health
Department to make sure the requirements are being met. One question is pertaining to the Board of Health. Kessa asked if the Board had any questions they would like to add. Board members
will email Kessa any questions they would have. No action needed.
2026 Budget and Capital Improvement Plan
Kessa went over the 2026 budget and capital improvement plan. No action needed.
Health Department Director Report and Assistant Director Report
The Board reviewed the Health Department Director report and Assistant Director report. Rick Sanson made a motion to approve the Health Department Director and Assistant Director report,
seconded by Carol Beals, motion carried.
DEPARTMENT OF SOCIAL SERVICES FINANCIAL REPORTS:
VOUCHERS: The Board reviewed the Voucher Accounts. Rick Sanson made a motion to approve the vouchers, seconded by John Beinborn, motion carried.
MONTHLY FINANCIAL REPORT: The Board reviewed the Monthly Financial report. Carol Beals made a motion to approve the monthly financial report, seconded by John Beinborn, motion carried.
SEMINARS AND TRAINING COSTS: Nothing to report.
2026 Budget and Capital Improvement Plan
CeCe Fishnick went over the 2026 budget and capital improvement plan. No action needed.
Directors Report: The Board reviewed the Directors Report. John Beinborn made a motion to accept the Director’s report, seconded by Rick Sanson, motion carried.
Convene to Closed Session discussion of Health Department Director
Discussion and possible action on closed session item, if any

ADJOURMENT- At 6:45 P.M. Diane Nelson made a motion to adjourn until October 9th, 2025 at 5:00 PM, which was seconded by John Beinborn. The motion carried, meeting was adjourned.
