HEALTH AND HUMAN SERVICES COMMITTEE
August 14th, 2025
The Health and Human Services Committee met on Thursday, August 14th, 2025 at the Grant County
Administration Building 111 S Jefferson St, Lancaster, WI 53813 in the Grant County Board room.
The meeting was called to order at 5:00 p.m. by Chair Gary Ranum.
Members present: Gary Ranum, Diane Nelson, Rick Sanson, Carol Beals, John Beinborn, Holly Muench
(z).
Members Absent: Rich Dyanchand, Neil Martin
Department of Social Services - CeCe Fishnick, Director; LeaAnne Smith, Office & Financial Coordinator.
Others Present: Nate Dreckman, County Administrator (z)
Absent: Robert Keeney, County Board Chairman.
Health Department - Kessa Klaas, Health Officer; Kim Moore, Interim Assistant Director, Lorna Wolf.
The meeting was found to be in compliance with the open meeting laws. Diane Nelson made a motion
to approve the agenda, seconded by Carol Beals, motion carried.
Health and Human Services Minutes June 19th, 2025: John Beinborn made a motion to approve the
Health and Human Services minutes; Diane Nelson seconded the motion, the motion carried.
Public Comments- None
HEALTH DEPARTMENT FINANCIAL REPORTS:
VOUCHERS: The Board reviewed the vouchers. Rick Sanson made a motion to approve the vouchers,
seconded by Diane Nelson, motion carried.
MONTHLY FINANCIAL REPORT: The Board reviewed the monthly financial report. John Beinborn made
a motion to accept the monthly financial report, seconded by Carol Beals, motion carried.
SEMINARS AND TRAINING COSTS: The Board reviewed the seminar and training costs. Board accepted
the Seminars and Training report as informational.
Presentation/discussion on the TNC program – well water testing
Kessa stated TNC means Transient Non-Community Public water system. Kessa explained the DNR is
currently doing this with bars, churches, motels; places that serve at least 25 people, 60 days of the
year, but not the same 25 people over 6 months. These places are required to have their wells tested,
but do not have someone to do this and are doing this themselves. Kessa stated most Counties do this,
47 of the 72 counties do this. By doing this it will bring in $11,000 of revenue. It is $175 a well test. Kessa
stated she fells doing the well water testing would be beneficial and would bring in some revenue. No
action needed.
Request approval of Infection Control policy
Kessa stated updating the policy stemmed from the hospice survey. Kim Moore explained the policy and
changes. Diane Nelson made a motion to approve the Infection Control policy; Rick Sanson seconded
the motion, the motion carried. Amend motion to include blood path pathogen.
Request approval of QAPI policy
Kim Moore explained the policy and changes. Rick Sanson made a motion to approve the QAPI policy;
Rick Sanson seconded the motion, the motion carried
Health Department Health Officer Report
The Board reviewed the Health Department Health Officer report. John Beinborn made a motion to
approve the Health Department Health Officer report, seconded by Rick Sanson, motion carried.
Health Department Assistant Director’s Report – The Board reviewed the Health Department Assistant
Director’s report. John Beinborn made a motion to approve the Assistant Director’s report, seconded by
Rick Sanson motion carried.
DEPARTMENT OF SOCIAL SERVICES FINANCIAL REPORTS:

vouchers, seconded by Diane Nelson, motion carried.

motion to approve the monthly financial report, seconded by John Beinborn, motion carried.

Request to apply for state funds to assist with Tyler Finance interface with EWISACWIS
CeCe explained the financial interface for EWISACWIS is non-compliant and needs to be compliant as of
12/31/2025; IT is working on this. CeCe requested to apply for grant funds to help with the cost. John
Beinborn made a motion to approve taking to the County Board, seconded by Rick Sanson, motion
carried.
Directors Report: The Board reviewed the Directors Report. Carol Beals made a motion to accept the
Director’s report, seconded by Rick Sanson, motion carried.
ADJOURMENT- At 6:21 P.M. Diane Nelson made a motion to adjourn until September 11th, 2025 at 5:00
PM, which was seconded by Rick Sanson. The motion carried, meeting was adjourned.
