HomeMy WebLinkAboutNovember Agenda DetailsGRANT COUNTY HIGHWAY COMMISSION Jon Knautz, Commissioner Chair Gary Northouse, Vice Chair Pat Schroeder, Secretary Diane Nelson, Roger Guthrie, Lester Jantzen 1011 North Adams Street GRANT OUNT' Lancaster, WI 53813 Office: 608-723-2595—Shop 608-723-2537 HIGH WAY DEPARTMENT November 20, 2025 Highway Committee Meeting: Items to be Discussed November 13, 2025 The Grant County Highway Committee will call the meeting to order on Thursday, November 20, 2025, at 9:00 am, at the Highway Department Shop, 1011 North Adams Street, Lancaster, Wisconsin. This meeting will also be held virtually via zoom for anyone unable to attend. The zoom address can be found on the Grant County website. Call to Order Confirmation of Open Meeting Law Adoption of Agenda Approval of Minutes Approval of Bills Items from the Office: • The September, 2025, requisition, has been submitted to the state for reimbursement. The Highway Department is requesting a total of $160,854.81 from the state, for our September reimbursement. This amount is over the 5-year average amount spent in September by $34,436.06. For the 2025 season, we are over the RMA average monthly budget, by $5,137.28. There were no state accident repairs made by our crews and the monthly charge for our GPS communication fee, has not been invoiced to us, as of this writing. We continue to be in good standing with the DOT. • Our county core accounts thru the end of October, 2025, as entered in Tyler Munis software: Thru October, the Highway Department has received 85% of its budgeted revenues. This amount includes the property tax levy and the insurance recovery for the Platteville salt shed roof. We have used 86% of our budgeted expenses. Our core expense accounts are as follows: Equipment Acquisition----------------------------- 93% used a.) Supervisor pick-up has been purchased, but has not been invoiced Capital Outlay -Buildings-------------------------- 53% used a.) Materials for Patch Grove salt shed have been invoiced. Construction costs have not been invoiced yet as T2 Construction is not done. County Routine Maintenance---------------------- 88% used County Snow & lee--------------------------------- 43% used County Road Construction---------------- ------ 73% used a.) 1900 feet of CTH A, needs to be paved. River Access ------------------------------------------ 159% used a.) received 128% of budgeted boat landing fees b.) received 99% of budgeted River Access grant • Donna will discuss with committee new rules pertaining to state equipment rates. State Superintendent Items: • State crews have recently finished calibrating all main -line section trucks. We have submitted the calibration results to the DOT and are now awaiting our annual, "winter readiness" reimbursement from the state. The reimbursement should be around $37,000. This is for 11 main -line section trucks that are used mostly on the state highway system. State crews have finished mowing on the state system, for the year. They have recently used the state owned mud - jacking machine to improve the ride over the slough bridge on STH 18, near Bridgeport. We have received a number of calls from private individuals, voicing their approval of the better ride over the bridge. They have also began erecting snowfence at various location. Steve will give details County Superintendent Items: • County crews have recently began putting up snowfence. The have begun to calibrate main -line section trucks as well as our spare trucks for winter use. They have finished doing culvert work for North Lancaster Township, Hazel Green Township and Marion Township. They have also completed some paving work for the Village of Hazel Green as well as North Lancaster Township. Our heavy truck drivers continue to haul salt and chips to the outlying sheds. Our signing techs have been working with Grant County, GIS Specialist, to create a program that would map all county roadway signs and possibly all culverts along our county roadways. Shop Foreman Items: • Mechanics have been preparing equipment for winter use. Our fabricator, along with prepping equipment, continues to work at making alterations to the semi -tractor that will eventually be used as our traffic actenuator vehicle. He is mounting a state purchased "crash cushion" to the vehicle. When completed, it will be used mostly on STH 151 to protect our men while working in the lane of traffic, on 151. • Our parts person has been kept busy ordering necessary parts for the mechanics as well as insuring incoming culverts are invoiced correctly and are received as ordered. • The apprentice mechanic is kept busy helping the regular mechanics, when he is able. He has been very helpful as a "jack of all trades" in the shop. Where ever he is needed, he jumps right in to help. Recently was part of crew that was able to move our brine making machine from the north end of shop to the south. • We have received quotes from Samsara. As you may remember from last months meeting, we would like to make a switch from the Precise software to a program offered by Samsara, that would give us better tracking of both the county used trucks as well as trucks that are used on the state system. Jason and Jon will provide more detail at meeting. Engineering Report: • Travis will update Patch Grove salt shed progression. • Travis will present to the committee the resolution regarding the Rural Functional Classification System in Grant County. We went over the changes at last meeting and will now like to take action on it, sign the resolution and send it to full county board for approval at the December 16"' meeting. Commissioners Report: • Training Update: o Wisconsin Salt Wise presented facts regarding brine use in Wisconsin. The training was held on October 31rst at the Youth & Ag building. There was about 10 different municipalities of Grant County, that chose to attend. All Highway Department employees attended. After the presentation, our employees came back to the main shop for a county provided lunch. After lunch, our guys continued training with a Force America representative who was here to give our crews insights on the sander controllers they use when applying salt or brine, during the winter months. We also recertified all of our employees, with the DOT, so that they can legally flag traffic on our state roadways. They must be recertified every two years. A big thankyou should go out to Bryan Heer and Tom Vesperman, for conducting this training. They are certified "trainers" for the DOT. Facility Report: o The paving for the CTH "A" project, west of Lancaster, should be just about finished by the end of this week. Landscaping and punch -list items to be completed the following week. Employee Update: o We have begun the process for hiring for an employee that has recently resigned. The open position is a position that works out of our Boscobel shop, as a county patrolman. Once the position is filled, we will be at full strength. o I have been working with Gibson Brewer to obtain his CDL. Gibson will be taking his DOT road-test this week. Gibson is a fairly recently hired mechanic for the department. • Set Time and Date for Next Scheduled Meeting: December 18, 2025, would be next meeting date. • Adjourn:
