August 21, 2025
The Highway Committee met on Thursday August 21, 2025 at 9:00 am, at the County Highway Department in Lancaster,
the meeting was also available via Zoom.
Members present were, Gary Northouse, Patrick Schroeder, Diane Nelson, Roger Guthrie and Lester Jantzen. Others
present were Nate Dreckman, Bob Keeney, Jon Knautz, Steve Morgan, Donna Bohnenkamp, Trenton Wood, Jason Kieler,
Travis Kramer, and Jim Raisbeck with Wildwood Properties. On Zoom: Tonya White, Dallas Hall and Patrick
Montgomery.
Notice of the meeting was sent to the Herald Independent, Administration Building, posted at the Highway Department and
on the Grant County web site.
Gary Northouse called the August 21st Highway Committee meeting to order.
Agenda: Roger Guthrie, seconded by Lester Jantzen moved to approve the August 21st agenda, with the Commissioner’s
Report being moved to the top of the agenda. Motion carried.
Minutes: Pat Schroeder, seconded by Roger Guthrie moved to approve the minutes from the July 17th Highway Committee
Meeting. Motion carried.
Check Listing: Pat Schroeder, seconded by Lester Jantzen, moved to approve the July Check Listing report as printed.
Motion carried.
Commissioner Report:
Bagley Buildings: Roger Guthrie, seconded by Lester Jantzen moved to rescind the original motion regarding the transfer of
the Bagley buildings to Wildwood Partnership, LLC upon disposal of the salt shed. Motion carried with one negative vote
Roger Guthrie, seconded by Lester Jantzen made a motion to move forward with a quit-claim deed that relinquishes all
rights to the Bagley shop and salt shed to Wildwood Partnership, LLC. Motion carried with one negative vote.
Facility Report: An ariel photo was passed around of a possible site location for the new highway department at the county
farm. The Committee agreed it looked like a proper site.
Request for Full Time Accounting Assistance: (Misstated on July agenda as Office Assistance.) Highway Office currently
has a half time Accounting Assistant, would request a full time Accounting Assistant.
State Requisition: The July Requisition has been sent to the State DOT for $111,371.03, which is $56,441.47 under our
estimated monthly budget. As of the end of June, we are over our estimated yearly budgeted amount by $22,428.49. The
County account balances were also reviewed.
The State crews have been working on guardrail repairs, concrete repairs, and shouldering on Hwy 18. They have also been
fixing flooding damages from the storms.
The County crews have finished up the seal coats, repairing shoulders and cutting up trees from the past storms. The crews
are now working on shoulders on CTH D.
The shop has been doing general maintenance and keeping the equipment in good running order; all the mainline trucks
have now been DOT inspected. We informed the committee we would like to go out for bids on 2026 patrol trucks soon.
Bids to assemble the Patch Grove Salt shed were opened. Pat Schroeder, seconded by Lester Jantzen, moved to aware the
low bid to T2 Construction from Toma, WI for $289,550. Motion Carried
Bids were received and opened for the CTH Q deck replacement on August 14, 2025. Concrete Structures was the low bid,
$477,500, and was awarded the contract.
Lester Jantzen seconded by Patrick Schroeder made a motion to adjourn to Thursday September 18, 2025, at 9:00 am.
Motion carried.
