DISASTER SERVICES COMMITTEE MEETING
GRANT COUNTY COMMUNITY SERVICES BUILDING
Lancaster, WI 53813
January 13, 2025
The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was
called to order at 9:00 a.m. by Chairman Kathy Kopp. The following members and personnel were
present:
LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Gary Ranum, Rick
Sanson, Adam Day, John Beinborn, Brian Lucey and Bob Keeney.
GUESTS: Sheriff Craig Reukauf; Chief Deputy Travis Klaas; Information Technology Director, Shane
Drinkwater; Coroner Phyllis Fuerstenberg; Steve Braun, Emergency Management Director; Tonya White,
County Clerk; The Herald Independent and Kelly Bird, Recording Secretary.
Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services
Building, courthouse and on the county website. John Beinborn second by Rick Sanson approved the
agenda. Rick Sanson second by Gary Ranum approved the minutes from the December 9 meeting. All
above motions carried.
There is no Public Forum to discuss.
Coroner:
Coroner Phyllis Fuerstenberg passed out a year-end report to the committee members for review. Chris
Johll, former Deputy Coroner resigned. Doug Bartow will now be Deputy Coroner. The Coroner’s Office
may see some increase in job duties due to some duties being deferred to them from Doctor’s. She will
update the committee as needed.
Coroner Invoices and Financials were presented. Bob Keeney second by Brian Lucey made a motion to
accept the invoices and financials. Motion carried.
Emergency Management:
Emergency Management Director Steve Braun passed out the Assistance to Firefighters Grant
Applications for the committee to review. The deadline was earlier this year so December was a very
busy month. Steve will also follow through with the Fire Departments to make sure they are using the
grant money and filing the correct reports with the state.
The California Wild Fires were discussed. Steve is tracking and following them. The Department of
Natural Resources has a plan and an extensive Mutual Aid Agreement and Notification Plan in place. He
will email this out to all committee members.
There are several Flood Mitigation Parcels that Steve would like to have the approval from the
committee to turn over to the municipalities. The process will take a few months and Steve will work
with Corporation Counsel. It was motioned by Gary Ranum and seconded by Rick Sanson to move
forward with this. Motion carried.
Emergency Government invoices were presented. John Beinborn second by Bob Keeney made a motion
to accept the invoices. Motion carried.
Sheriff’s Briefing:
The end of year totals as well as the monthly activity report were reviewed. Inmate population was at
55 this morning. There were 39 male inmates and 16 females. Four inmates are on the Electronic
Monitoring Program. There are 15 sentenced inmates, 14 waiting to be sentenced and 10 on Probation
Holds. There are currently 11 contract inmates.
Retired Operations Captain Bob Bloyer passed away. He worked full-time for 30 years and after
retirement worked another 16 hears in the Communications Center.
The recommended bid for the Cassville Tower Project was reviewed. It was motioned by John Beinborn
and seconded by Rick Sanson to go with the recommended bid from Finish Excavating, Inc. from East
Dubuque in the amount of $235,402.00. Motion carried.
Sheriff Reukauf notified the committee of a subscription purchase of the Tango Tango App for one year.
The App will be on department cell phones and work as a radio where our current radios are unable to
work. This App will only broadcast the Sheriff Channel and will work anywhere there is cell phone
service. The App is being used currently under a free trial and working very well.
Under the Radio Project Update, things are moving forward with only a few issues and minor changes.
Under Personnel, there is a Female Jailer, Deputy and Dispatcher position open. The Deputy position
has been filled.
Under Training, there are two Sergeants enrolled in LPO Training. Sheriff Reukauf will be attending a
New Sheriff Training at the end of the month that is provided and paid for by the state.
There were no Grants to discuss.
The Sheriff’s Office Invoices and Financials were presented. Rick Sanson second by Brian Lucey made a
motion to accept the Financials and Invoices. Motion carried.
It was motioned by John Beinborn and seconded by Rick Sanson to adjourn to Monday, February 10,
2025 at 9:00am. Motion carried.
