HomeMy WebLinkAbout09 LECminutes09-08-25GRANT COUNTY LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE MEETING GRANT COUNTY COMMUNITY SERVICES BUILDING Lancaster, WI 53813 September 8, 2025 The Grant County Law Enforcement/Emergency Management Disaster Services Committee Meeting was called to order at 9:00 a.m. by Chairman Kathy Kopp. The following members and personnel were present: LAW ENFORCEMENT/EMERGENCY MANAGEMENT DISASTER SERVICES COMMITTEE: Rick Sanson, Bob Keeney, Brian Lucey, Gary Ranum and John Beinborn. GUESTS: Sheriff Craig Reukauf; Chief Deputy Travis Klaas; Steve Braun, Emergency Management Director; Nate Dreckman, County Administrator; Shane Drinkwater, Director of Information Technology; the Herald Independent; Tonya White, County Clerk and Kelly Bird, Recording Secretary. Kelly Bird verified the agenda had been posted at the County Clerk’s Office, Community Services Building, courthouse and on the county website. John Beinborn second by Rick Sanson approved the agenda. Gary Ranum second by John Beinborn approved the minutes from the July 14 meeting. All above motions carried. There is no Public Forum to discuss. Coroner: The Coroner’s 2026 Budget was discussed. There are increases in some areas. Phyllis will be purchasing a new cot with leftover funds from this year’s budget. The old Coroner Van will be sold and Deputy Coroner Doug Bartow is currently using a vehicle from the Sheriff’s Office. Phyllis has received two invoices from funeral homes for cremation services. These are for individuals with no family members or have family members that refuse to be responsible for the cremains. Phyllis will talk with Corporation Counsel in regards to this and update the committee next month. Coroner financials and invoices were reviewed. Bob Keeney second by Rick Sanson made a motion to accept the invoices and financials. Motion carried. Emergency Management: Emergency Management Director’s Report was reviewed. Emergency Management has had a couple of very busy months with paperwork to submit to FEMA for damages done by flash flooding. Steve is still negotiating with the Department of Administration in regards to the Community Development Block Grant – Emergency Assistance Program. The 2026 Operating Budget and Capital Improvement were reviewed. There are not a lot of changes in the budget. Capital improvements include upgraded computers. Emergency Government invoices and financials were presented. Rick Sanson seconded by Gary Ranum made a motion to accept the Financials and Invoices. Motion carried. Sheriff’s Briefing: Sheriff Craig Reukauf reviewed the monthly activity report. The contracted inmate count continues to be up. Calls have increased over the summer. Grant County had their fifth fatality. The Sapphire electronic medical records system is up and running in the jail. The dog kennel for stray dogs is close to being complete. The Grant application for the feasibility study has been submitted. The Jail Inspection was on July 17 and a report should be received within the next couple of months. Sheriff Reukauf requested approval for an account at Marine Credit Union to be closed. This account is used for deposits for Civil Process Fees. These can be deposited through Tyler Munis and the account is no longer needed. Bob Keeney second by Rick Sanson approved closing the account and rolling the money left in the account into the General Fund. Motion carried. The Huber Inmate Account will remain open for revenue received from selling county equipment on Ebay. The 2026 Budget was discussed. Travis and Craig are working on cleaning up some of the accounts the Sheriff’s Office has. The Capital Improvement for new squads was passed out and reviewed. The cost of tasers is increasing with only one company to buy from. This will need to be addressed for 2027. The jail tour will take place at the December meeting. Under the Radio Project Update, there are still some issues with the Cassville Tower and its progress. Under Personnel, we are fully staffed but will likely be losing a Jailer to the Department of Correction. There is no training to discuss. There are no grants to discuss. The Sheriff’s Office Invoices and Financials were presented. Bob Keeney second by Rick Sanson made a motion to accept the invoices and financials. Motion carried. Kathy Kopp attended both the Grant County Fair and Platteville Dairy Days and would like to thank the Sheriff’s Office and Emergency Management for keeping our county safe during these events. It was motioned by John Beinborn and seconded by Rick Sanson to adjourn to Monday, October 13, 2025 at 9:00am. Motion carried.
