Land Council Information Meeting - December 15, 2016 8:30 a.m.
Meeting was called to order by Marilyn Pierce. Members present were Marilyn
Pierce, Chris Colney, Bob Keeney, Lynda Schweikert, Jay Adams, Tammy Hampton,
Travis Kramer, Jon Miles and Louise Ketterer. Motion was made by Chris and
second by Travis to approve the minutes of the meeting of November 30, 2016.
Motion carried.
Chris Colney discussed with the committee a Federal Program GSA that can save
government entities money. With this program the costs of ESRI ArcGIS license
purchases are: ArcGIS for Server Enterprise Standard $18,000; ArcGIS for Desktop
Standard to Advanced Upgrade $2,610; Spatial Analyst Extension $2,250; and 3D
Analyst $2,250 through ESRI or $2,040 through GSA unless ESRI is willing to match
the price of the GSA contract. These licenses and upgrades total $24,900 compared
to the originally quoted purchase prices totaling in excess of $41,000. The
maintenance fee is $9,000 per year starting in 2018.
The cost for the GIS set up package, which includes 3 days technical on-site support,
walk through training, versioning, permissions, and enabling online content etc. is
$5,995 at the time of the meeting; a few outstanding bids remained.
Discussion was held regarding the Ruekert-Mielke contract. Chris Colney said it
does expire at the end of this year, 2016. He will verify termination of contract
terms.
Chris had talked with Jeff and IT Department should not have to be involved with
set up outside of creating a new virtual server. Discussion was held regarding how
long it will take to get this set up and that it should not create delays for the Tax
Lister. Tammy states splits will be available mid-January, 2017. A New Plat Book is
going to be produced in 2017 as well.
Funding for the program/project will come out of the carryover account from Land
Information Revenue Account. The $25,000 Land Info Grant payment is still due to
Grant County as well.
Motion was made by Lynda Schweikert, second by Bob Keeney to approve the
purchase of ESR ArcGIS proposal for the amounts of $24,900 for licensing, $5,995
for server/system configuration, and maintenance costs, starting in 2017-2018 will
be $9,000/yea. Motion carried.
Motion by Bob to adjourn meeting, second by Lynda. Motion carried.
